In Azerbaijan, particularly in residential areas not fully provided with a sewage network, especially around Baku, instances are observed where wastewater generated in settlements is directly discharged by population groups into the environment, including water and water management facilities.
This was reported to Modern.az by the State Service for Control over Water Use and Protection (SİMDNX) under the State Agency for Water Resources of Azerbaijan.
According to the information, population groups without access to a centralized wastewater discharge system must use alternative and safe methods for wastewater management and comply with the requirements of existing legislation.
In areas where a centralized sewage network does not exist, wastewater management must be carried out in accordance with the requirements of paragraph 5 of the “Rules for the cleaning of territories of cities and other settlements in accordance with sanitary rules, hygiene and ecological norms, temporary storage, regular transportation and neutralization of household waste” approved by the Law of the Republic of Azerbaijan “On Water Supply and Wastewater” and Decision No. 74 of the Cabinet of Ministers of the Republic of Azerbaijan dated April 21, 2005.
Thus, for the purpose of collecting wastewater generated in residential areas not connected to the sewage system, a wastewater well should be prepared, the upper part of which is provided with a lid and grating, with waterproof walls and bottom, and a depth not exceeding 3 meters.
These wells should be located as far as possible from residential buildings, kindergartens and schools, children's playgrounds, and public recreation areas, at a distance of 20 to 100 meters. The well must be cleaned at least once every six months, depending on its filling level.
If the mentioned requirements are not complied with by population groups, individuals are fined in the amount of 600 to 1000 manats, in accordance with the relevant article of the Code of Administrative Offenses of the Republic of Azerbaijan.
