As every year, this year too, on the eve of holidays, the sale and use of pyrotechnic devices, fireworks, and other explosive materials are observed in various ways across the country. The uncontrolled use of such devices causes discomfort to people in streets and neighborhoods. At the same time, injuries are recorded during the use of pyrotechnic devices due to non-compliance with safety rules, which in a certain sense causes concern for public safety and the health of the population.
So, how is this issue regulated by legislation?
In a statement to Modern.az, lawyer Ramil Süleymanov noted that, according to Article 442 of the Code of Administrative Offenses of the Republic of Azerbaijan, goods whose production and sale are prohibited are considered products with restricted civil circulation.
“According to the legislation, the production, use, sale, and release into civil circulation in any form of such products are prohibited. The aforementioned article specifically applies to pyrotechnic products, and these products, if discovered without compliance with relevant rules, entail administrative liability”.
The lawyer stated that, according to the law, in such cases, individuals are fined administratively from 350 to 500 manats, officials from 1650 to 2200 manats, and legal entities from 4000 to 5000 manats.
According to R. Süleymanov, the main purpose of these requirements is to ensure public safety and prevent illegal circulation.
