New requirements for route vehicles have been determined

"Requirements for motor vehicles providing motor transport services on regular routes for the conclusion of a motor transport service agreement" have been approved.

According to information from Modern.az, citing Trend, the relevant Decision of Rashad Nabiyev, Minister of Digital Development and Transport, on this matter came into force on January 1, 2026.

According to the Decision, these requirements will define the requirements for motor vehicles (hereinafter - motor vehicles) that will provide motor transport services on regular routes for the conclusion of a motor transport service agreement with carriers performing regular passenger transportation by motor vehicles in the administrative territories of the cities of Baku, Sumgayit, Ganja, Nakhchivan, Khankendi, and the districts of Absheron, Aghdam, Shusha, Lachin.

Motor vehicles must meet the following requirements.
regarding construction, devices, and equipment:

• Must be equipped with the following devices and equipment integrated into the "AYNA" information system and exchanging data in real-time: global positioning system (GPS); payment instrument intended for electronic payment of fares; on-board equipment (a device installed inside motor vehicles that monitors their movement, control, passenger transportation, and fare payment, transmitting this information to the central dispatch system); passenger counter (a device that automatically counts passengers boarding and alighting from motor vehicles).

• The mileage limit for motor vehicles equipped with compressed natural gas engines and diesel engines must not exceed 1,000,000 km, and for motor vehicles equipped with electric engines, the mileage limit must not exceed 1,200,000 km;

• No more than 15 years must have passed since the date of manufacture indicated in the state registration certificate;

• Motor vehicles equipped with electric engines must be provided with rechargeable or replaceable batteries;

• The construction of motor vehicles must feature a low-floor p (except in cases where the actual condition of roads on suburban and inter-settlement regular routes does not allow for the operation of low-floor buses), and the p surface must be smooth to ensure easy movement of wheelchairs for persons with disabilities and baby strollers;

• There must be a mechanically or automatically opening ramp for the entry of wheelchairs for persons with disabilities and baby strollers into motor vehicles (except for high-floor motor vehicles operated on suburban and inter-settlement regular routes);

• There must be a button on the exterior of the second passenger door and in specially marked places for wheelchairs of persons with disabilities to inform the driver, as well as a soft backrest made of soft material and a paired safety belt for securing wheelchairs in these specially marked places to ensure safety;

• Inside the cabin, there must be a monitor and sound system for informing persons with visual and hearing impairments (limitations) about the next stop;

• For motor vehicles equipped with compressed natural gas engines and electric engines, there must be an automatic activation function for the fire extinguishing system, as well as a "fire warning" system accompanied by light and sound;

• There must be a system that ensures the real-time transmission of information about the technical condition of motor vehicles equipped with compressed natural gas engines and electric engines to the on-board equipment;

• There must be a system for informing the driver about the status of passenger doors and a stop request button on the nearest handrails to the doors, and when the stop request button is pressed, the button indicating that door on the driver's panel must flash and emit an audible signal until the door opens;

• Passenger doors must be equipped with anti-pinch sensitivity sensors;

• There must be an emergency release handle installed inside and outside motor vehicles for opening each passenger door in an emergency, and it must be possible to open the doors manually in an emergency.

regarding normative legal acts:

• To the requirements specified in Article 6 of the Law of the Republic of Azerbaijan "On Motor Transport";

• To the requirements related to belonging to categories M2 and M3 and class I (provision of space for passengers to stand and move freely in the construction of motor vehicles), as defined in accordance with the requirements of the "Agreement concerning the Adoption of Uniform Technical Prescriptions for Wheeled Vehicles, Equipment and Parts which can be Fitted and/or be Used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these Prescriptions," to which the Republic of Azerbaijan acceded by Law No. 261-IIQ dated February 12, 2002;

• To the requirements specified in paragraph 2.3 of Decree No. 497 of the President of the Republic of Azerbaijan dated September 19, 2025, "On some measures related to the improvement of the field of regular passenger transportation by motor transport";

• To the "Requirements for technical specifications, interior and exterior design of motor vehicles used in regular and taxi passenger transportation" approved by Decision No. 183 of the Cabinet of Ministers of the Republic of Azerbaijan dated March 27, 2024;

For your information, the decision was adopted on October 30, 2025, entered into the State Register of Legal Acts on November 6, and came into force on January 1, 2026.
