A mother and son living in Shahtakhti village of Kangarli district are living in a hut.
Modern.az reports that village residents and neighbors want them to be placed in a rehabilitation center or a shelter.
"They need care. They haven't seen water for two years, they don't enter a bath. That is, the situation is very bad. They have been living in such conditions for more than 15 years. The house has no door or windows, they sleep on dry ground", - one of the neighbors said.
It was reported by the Kangarli District Executive Authority that 54-year-old Mirzali Fatulla oglu Babayev is a second-group disabled person, and his mother, 85-year-old Meykhanim Hasan qizi Babayeva, receives an age-based pension. The house they live in is in a dilapidated condition and does not even meet the minimum requirements for living.
The electricity and gas lines have been cut off due to repeated fire incidents in the house. The family has been visited multiple times by employees of the Social Services Agency and the Shahtakhti village executive representation, and they have been advised to be placed in social service institutions operating in the Nakhchivan Autonomous Republic. However, the family refused the offers made.
The last visit was carried out on February 19, 2026, with the participation of the Shahtakhti village executive representation. During the visit, the family was explained the activities and essence of the social service institution, and it was also stated that the citizen has the right to apply to and live in that institution. However, the citizen refused to go to the social service institution operating in Shahbuz district. (Baku TV)
