“The draft law "On Amendments to the Labor Code of the Republic of Azerbaijan and the Law of the Republic of Azerbaijan "On Education"" has been prepared with the aim of evaluating the theoretical and practical knowledge of educators working in children's music, art, and painting schools, and other similar state educational institutions included in the system of the Ministry of Culture of the Republic of Azerbaijan, not through attestation, but based on certification according to special rules.
Modern.az reports that these words were stated by Milli Majlis deputy Nigar Mammadova during her speech at the plenary session.
The deputy stated that the current legislation does not align with modern practice:
"I would like to approach the presented draft law more from the prism of social policy. These changes are not only an update of the evaluation procedure but also an important step aimed at strengthening transparency, social justice, and public trust in the education system.
A transparent and measurable certification mechanism will enable a more objective evaluation of teachers' activities, reduce the risks of subjective approaches, and contribute to the formation of clearer and fairer rules in labor relations. Furthermore, this approach will encourage the continuous updating of teachers' professional knowledge, increase their confidence in their profession, and create additional motivation for professional development.
Our main goal is to create a balanced mechanism that protects teachers, develops them, and enhances quality in the education system. I am confident that with a socially sensitive approach, these changes will yield positive results for teachers, parents, and society alike.
Certification will both strengthen the social protection of teachers and further increase parents' trust in the education system.
I believe that the proposed changes will contribute to increased competition in the labor market and the strengthening of both quality and social trust in the education system.
