Details of the actions of Ramiz Mehdiyev, a member of the Security Council and former head of the Presidential Administration, aimed at seizing state power and his treason against the state have become known. Ramiz Mehdiyev prepared a plan for a coup d'état with Russia's support and proposed it to Moscow through his channels.

In his plan, Ramiz Mehdiyev proposed the creation of an institution in the format of a temporary State Council for the transitional period after forcibly seizing state power. This plan envisioned the 87-year-old former bureaucrat himself as the leader. According to the information, Mehdiyev also shared information with Russia regarding the individuals who would be represented in the State Council he would lead.

According to an informed source, in Dushanbe, where the presidents of Azerbaijan and Russia met, the Russian side itself informed the Azerbaijani side about Ramiz Mehdiyev's proposal and his network's plan.

It appears that 87-year-old Ramiz Mehdiyev has already exhausted Russia with his continuous requests and insistence. Therefore, Russia completely rejected Mehdiyev, who promised no prospects, and itself informed official Baku about his plan and network.

Why did Russia expose Mehdiyev?

Commenting on the topic, security expert Ilham Ismayil told Modern.az that Russia exposed Mehdiyev because it saw no prospects in him:

“What can an 87-year-old man do?! Russia always considers, regardless of identity, who the person is and to what extent they are promising, and whether they are loved by the people, even a little. Also, one of the key nuances here is whether he has any organized political force. Since none of these were present in Ramiz Mehdiyev, Russia took into account the lack of prospects of the rather elderly academician. It is even said that Mehdiyev had exhausted Russia.”

I. Ismayil said that Ramiz Mehdiyev became active precisely after Azerbaijani-Russian relations became strained:

“Ramiz Mehdiyev developed the appetite to prepare a detailed and planned coup d'état over 9 months against the backdrop of strained Azerbaijani-Russian relations. Russia accepted this to a certain extent. But without much analysis, they see that cooperation with him is meaningless and has no basis.
Ramiz Mehdiyev is a person with no respect among the people. He might have a few individuals within the power structures. But the power structures are generally loyal to Mr. President.
Again, Mehdiyev has no organized political force. Why is Russia strong in Armenia? Because all opposition political forces there are pro-Russian. We do not have such an organized political opposition force that is pro-Russian. Precisely for this reason, this issue was evaluated by Russia as a prospectless, even hopeless, option. If Russia has a role in uncovering this matter, I would say that it should be considered very natural. Russia might take this step to mend relations. It was known that after Suret Huseynov's unfinished rebellion in 1994, or the March events, some people fled and sought refuge in Russia. Russia handed them over to Azerbaijan one by one for its own interests. There were leaders of separatists. Russia trained and nurtured those separatists from the southern zone. But the time came, and Russia handed them over to Azerbaijan for its own interests. A person with great experience, like Ramiz Mehdiyev, should have calculated and known that Russia would definitely abandon him for its own prospective interests.”
