Russian President Vladimir Putin has approved the concept of state migration policy for 2026-2030.
Modern.az reports that Putin instructed the government to approve a program of measures for the implementation of the concept by the end of 2025.
According to the concept, the government will assist foreigners who uphold traditional values in relocating to Russia. At the same time, restrictions will apply to family members of unemployed and uneducated migrants. Employers will be responsible for providing legal assistance to labor migrants arriving in the Russian Federation.
The result of this concept should be a reduction in the number of illegal migrants and crimes.
It should be recalled that in January 2025, a decree was signed tightening requirements for migrants' residence, including compliance with migration regulations and document issuance. New rules for entry into the Russian Federation for foreigners came into force on June 30, 2025. Foreigners must undergo a registration procedure in the Unified Identification System before entering the Russian Federation. This means that they must submit an entry application no later than 72 hours before using the “ruID” mobile application.
