Ukraine no longer believes in empty promises

Today marks 31 years since the signing of the Budapest Memorandum. This document later became synonymous with the concept of a “failed security agreement.” Ukraine, however, no longer trusts empty promises.

Modern.az reports that this was stated by Ukrainian Foreign Minister Andriy Sybiha in his post on the social network “X”.

“Having such bitter experience in the past, Ukraine relies solely on the strength of its army and weapons,” — he noted in his post.

The minister emphasized that Ukraine today needs reliable security guarantees for “real, just, and long-term peace.”

It should be noted that the Budapest Memorandum was signed on December 5, 1994. According to the document, Russia, Great Britain, and the USA undertook the obligation to respect Ukraine's independence, sovereignty, and existing borders.

Furthermore, the signatory states accepted as an obligation to refrain from the threat or use of force against Ukraine's territorial integrity and political independence.

The document also stated that none of their weapons should be used against Ukraine; exceptions are possible only in cases of self-defense or in accordance with the UN Charter.
