Modern.az, referring to the "Joğovurd" newspaper, reports that the plan is to create a unified structure that Arsen Torosyan intends to lead.
It is noted that the initiative has caused dissatisfaction among ministry employees. The newspaper reports that the proposed changes within the system are not considered an administrative reform, but rather an attempt to centralize power and create a "mega-ministry".
