In the opinion provided by the Chamber of Accounts on the 2026 state budget package, a number of serious problems and delays related to the agricultural sector are highlighted.
The analysis of the document shows that the development targets set for 2022–2026 are not fully implemented in agriculture, and real indicators for the sector fall significantly short of expectations.
According to Modern.az, it was stated in the opinion of the Chamber of Accounts that the average annual growth forecasts for agriculture do not align with the Strategy's targets.
“The expected and forecast indicators for other sectors suggest that the average annual growth target in agriculture and the non-oil and gas industry, and the 5-year growth target in tourism, will not be fully achieved”, – it was noted in the opinion.
According to the Chamber's conclusion, the weak growth in agriculture and the non-oil industry also complicates the achievement of non-oil export targets.
Another notable point regarding the sector is the allocation of extra-budgetary funds. It was stated in the opinion of the Chamber of Accounts that although extra-budgetary expenditures are planned with an increase across all functional areas next year, agriculture is not included in this list. This means that other sectors receive additional resources, while extra-budgetary financing for agriculture does not increase.
According to the report, the most critical point regarding agriculture is the situation in the liberated territories. According to the table presented by the Chamber, none of the projects to be implemented by the Ministry of Agriculture in the Karabakh region during the first 8 months of 2025 have been executed. According to official figures, 0 manat has been spent out of the 850,000 manats allocated to the Ministry for this purpose.
