Is Armenia handing over enclaves to Azerbaijan?

A possible “territorial exchange” between Armenia and Azerbaijan can only be implemented after a referendum.

Modern.az reports that Sarkis Khandanyan, head of the Armenian Parliament's Foreign Relations Committee and a member of the ruling “Civil Contract” faction, stated this in a statement to journalists.

According to the MP, the “enclaves issue” is currently on the agenda, but this issue should be resolved within the framework of border demarcation (delimitation).

“After the delimitation and demarcation works are completed, Armenia and Azerbaijan will consider what decision they will make on the issue of enclaves,” – Khandanyan noted.

He also stated that the delimitation process is multi-stage and consists of several phases. This includes the determination of the border, the approval of relevant protocols, the signing and ratification of the state border agreement, as well as the execution of technical works along the border line.

Khandanyan emphasized that all processes are based on the 1991 Alma-Ata Declaration.
