Russia's largest oil refinery suspended its operations

Russia's Ryazan Oil Refinery has completely halted crude oil processing due to a Ukrainian drone attack.

Modern.az reports that "Reuters" disseminated this information, citing industry sources.

Sources indicate that the plant was attacked on the night of November 15 and is expected to suspend its operations until the end of the month.

“No shipments of petroleum products are planned until December 1”, – one of the agency's interlocutors stated.

As a result of the attack, the main processing unit, with an annual capacity of 8 million tons, was disabled. This represents 48% of the plant's total capacity.

Previously, on October 24, a drone strike had also rendered another large unit, which provided a quarter of the plant's capacity, inoperable. Its repair has not yet been completed.

Following the attacks, the plant also halted several other units, but it is not clear whether this shutdown is directly related to the drone strike.

According to the Saint Petersburg International Mercantile Exchange, the Ryazan plant also suspended the sale of petroleum products via the exchange on November 15.

The Ryazan plant is considered one of the enterprises with the largest share in the country's oil refining system: In 2024, the plant processed 13.1 million tons of crude oil. This figure is equivalent to 4.9% of Russia's total refining capacity.

The agency notes that Ukraine has increased its attacks targeting Russian oil refineries,  bases, and pipelines in recent months.

In 2025, drones of the Ukrainian Armed Forces attacked at least 17 large oil refineries.
