Work on the plan prepared by the US regarding the resolution of the conflict in Ukraine was carried out for a long time without the participation of key figures of the US administration.

According to sources, the plan was prepared "without certain inter-agency participation" and key US officials were not informed about it until the last moment.
Agency sources noted that US Secretary of State Marko Rubio also did not participate in the preparation of the plan. Allegedly, US President's special representative Steven Witkoff and Russian President's special representative for investment and economic cooperation with foreign countries Kirill Dmitriyev participated in the formation of the document.
According to the plan, the content of which was leaked to Western media, the US and other countries will be required to recognize Russia's sovereignty over Crimea, Donbas, and other territories that Ukraine will be forced to cede. In return, Kyiv will receive security guarantees from the US and Europe. A demilitarized zone should be created in the territories from which Ukrainian troops are withdrawn.
