Today, by order of President Ilham Aliyev, three employees of the State Customs Committee were awarded the highest special rank of “Major General of Customs Service”.
This high rank was awarded to Fuad Elkhan oglu Mammadov, Deputy Chairman of the State Customs Committee of the Republic of Azerbaijan, Fuad Mikayil oglu Aslanov, Head of the Digital Management Main Department of the Customs Committee, and Elmir Bahadur oglu Ramazanov, Head of the Baku Main Customs Department.

Fuad Mammadov was born in Baku in 1992. He received his bachelor's degree in Customs Affairs Organization at Baku State University in 2008-2012. F. Mammadov, who served in the military in 2012-2013, was also awarded a jubilee medal for his participation in the parade dedicated to the 95th anniversary of the Armed Forces.
After receiving his master's degree in Customs Affairs at Baku State University in 2013-2015, he pursued doctoral studies in World Economy in 2017-2020.
In 2015, F. Mammadov achieved a high result in the competition for admission to customs authorities and was appointed inspector of the Khachmaz Customs Department. In 2016-2018, he worked as a lecturer at the Academy of the State Customs Committee.
In 2017-2022, he participated in the teaching process in the "Sabah" groups and the "International School of Economics" of Azerbaijan State University of Economics.
F. Mammadov, who worked as a senior inspector in the Customs Tariffs and Tariff Classification Application Department of the Committee apparatus in 2018-2021, was the head of that department in 2022-2023. Subsequently, in 2023-2024, he served as the head of the Trade Policy Department of the Main Department of Customs Policy.
In 2024, he was appointed as the Committee's representative (customs attaché) to the World Customs Organization (in the Kingdom of Belgium).
Since 2021, he has represented the Committee in the accession negotiations of the Republic of Azerbaijan to the World Trade Organization.
By the Order of the President of the Republic of Azerbaijan dated March 12, 2025, he was appointed Deputy Chairman of the State Customs Committee.
F. Mammadov is fluent in Russian and English. He is married and has 1 child.
Fuad Mikayil oglu Aslanov was born in Baku in 1979. He studied Computer Science at the Azerbaijan State Oil Academy in 1996-2000. After graduating from ASNA, he entered the master's program at Azerbaijan State University of Economics in 2006-2008 and studied Business Administration. Concurrently, in 2017-2019, he obtained a master's degree in Business Administration from the University of Chicago, USA. Fuad Aslanov, who served as a commander of a communication platoon in the Armed Forces of the Republic of Azerbaijan in 2000-2002, worked as Deputy CEO for Technical Affairs, Director of Software Development and Support, and Director of the Bank Systems Development Department at PASHA Bank in 2009-2018. In 2018-2020, he was the Chief Information Officer at Veysəloğlu Group of Companies. In 2020-2021, he served as Acting Head of the Main Department of Digital Tax Administration at the State Tax Service. In 2021-2022, he worked as Chief Information Officer at “Modern Group” (eManat).
On September 13, 2022, he was appointed Head of the Main Department of Technological Innovations and Statistics based on the relevant order of the State Customs Committee of the Republic of Azerbaijan.
He has an excellent command of English, Russian, and Turkish, is married, and has two children.
Elmir Ramazanov was born in Baku in 1988. In 2009, he graduated from the Faculty of Legal Regulation of Economics at Azerbaijan State University of Economics. In 2022, he entered the Faculty of State and Municipal Administration at the Academy of Public Administration under the President of Azerbaijan.
He began his professional career at the Ministry of Taxes, in line with his specialization. Starting as an inspector in the tax system in 2012, he worked in various positions. Consequently, he rose to the position of Deputy Head of the National Revenue Main Department of the State Tax Service.
By the order of the Chairman of the State Customs Committee dated August 15, 2022, he was appointed Deputy Head of the Baku Main Customs Department.
He is married and has one child.
