On social networks and some websites, the Deputy Chairman of the State Customs Committee, Fuad Məmmədov , has been presented as the youngest person to be awarded the highest special rank of major general in Azerbaijan. Fuad Məmmədov, 34, who was appointed Deputy Chairman of the Committee in March 2025, was awarded the rank of major general yesterday.

However, an investigation by Modern.az revealed that Fuad Məmmədov is not the first youngest person to receive this rank.

Indeed, there have been others who were awarded the highest rank of major general at the age of 34: both during the years of independence and during the Soviet era.

The Chief of the State Border Service of the Republic of Azerbaijan, Elçin Quliyev, was 34 years old when he was awarded the military rank of major general on August 15, 2001, based on a Presidential Decree.

Elçin Quliyev was born in 1967. He was appointed Deputy Minister of National Security of the Republic of Azerbaijan - Commander of the Border Troops, based on the Presidential Decree dated March 27, 2001. At the time of this appointment, Elçin Quliyev was also 34 years old.

On August 15, 2001, Elçin Quliyev was awarded the military rank of major general, based on a Decree by the President of the Republic of Azerbaijan.

Based on the Presidential Decree dated July 31, 2002, Elçin Quliyev was relieved of his duties as Deputy Minister of National Security of the Republic of Azerbaijan — Commander of the Border Troops and was appointed Chief of the State Border Service — Commander of the Border Troops.

During the Soviet era, the youngest general from Azerbaijan to receive a rank was Həzi Aslanov.

Həzi Aslanov, born on January 22, 1910, began his military service in 1931 when he was appointed platoon commander.

On March 13, 1944, he was awarded the rank of major general of tank troops. Həzi Aslanov was deemed worthy of this rank for his heroism displayed in the war against Germany as part of the tank forces of the Soviet Army.

Həzi Aslanov was also 34 years old when he received the rank of major general.
