Former internally displaced persons returning to Karabakh should build their own homes.
Modern.az reports that MP Razi Nurullayev stated this at today's plenary session of the Milli Majlis.
R. Nurullayev noted that important work is being carried out in the liberated territories. Houses are being built, roads, schools, and hospitals are being constructed. However, the state doing everything alone and bearing the entire financial burden is not a long-term solution. This is neither sustainable for the budget nor the right model for people to settle there.
“Today, we are building homes, utilities, and infrastructure for displaced persons at the state's expense. But what is the result? A part of the relocated people return after some time. In my opinion, the state's main role should not be to build houses, but to create conditions.”
The MP emphasized that when a displaced person builds their own home, they become more attached to that land.
“While building, they get used to the place, get to know the surroundings, look for ways to make a living, and neighborhood relations are formed. This is also a healthier model from a psychological and social perspective. Moreover, this approach is much cheaper for the state budget. Citizens will build their own homes at half the current prices.”
It is not possible to restore Karabakh solely through state projects. This region should be opened to the private sector in a real way, under state control. More favorable conditions, free from bureaucracy, long-term loans, and simplified land lease mechanisms should be implemented for small and medium-sized enterprises. The creation of factories, processing plants, tourism facilities, and service areas should be facilitated not only in industrial zones but throughout the entire region” – he noted.
