It was stated that one of the most important directions of state policy in the field of working with internally displaced persons is the effective organization of their social protection. Also, in accordance with the instruction of President Ilham Aliyev, ensuring the comfort and safety of former internally displaced persons returning to their native lands is among the priority issues. The Law of the Republic of Azerbaijan “On Social Protection of Internally Displaced Persons and Persons Equated to Them” provides for a number of social protection measures for former internally displaced persons. One of these is the unified monthly allowance, which is utilized by internally displaced persons in need of social protection and is paid from the state budget.
Within the framework of information, propaganda-explanatory, and awareness-raising activities carried out by the State Committee for Affairs of Refugees and Internally Displaced Persons of the Republic of Azerbaijan among the population preparing to return to their native lands and settling in newly established residential areas in the liberated territories, social protection measures, including the deadlines for the unified monthly allowance as stipulated by legislation, the flow of the period, as well as the legality and necessity of this, are also explained in detail.
According to the State Committee's First State Program on the Great Return, the video clip prepared regarding mine danger within the framework of awareness-raising and propaganda activities calls on people to be vigilant and to comply with the requirements of warning signs. In the liberated territories, in addition to carrying out relevant clearance work to eliminate the danger associated with mines and explosive ordnance, public awareness is also being implemented. It should be recalled that within the framework of the First State Program on the Great Return, in accordance with the action plan of the State Committee, awareness-raising meetings are held with internally displaced persons by relevant departments, local representations, and Housing and Communal Services Departments regarding the requirements of legislation, information booklets and brochures on social protection measures are prepared and presented to internally displaced persons, and video clips are produced.
