In 2025, 247 applications (1822 applications in total) were received by the Ministry's “Children Deprived of Parental Care, Foster Family, and Adoption” subsystem regarding adoption, and 107 applications (742 applications in total) were rejected at various stages.
According to Modern.az, this was reflected in the report on the activities of the Cabinet of Ministers in 2025.
In the reporting year, 149 children (78 boys, 71 girls) were adopted. Of the adopted children, 32 children were adopted from institutions, 57 children by relatives, 35 children by stepparents, 22 children based on inter-parental agreement, and 3 children by foreigners.
In 27 social service institutions (21 state and 6 private institutions), 1272 children deprived of parental care were accommodated, comprising 734 boys and 538 girls. During the reporting period, 293 children (152 girls and 141 boys) deprived of parental care were registered. Of these, 223 are healthy, 42 have a disability identified before the age of 18, and 28 are children with health problems.
As a result of reintegration measures, 176 children (840 children in total since 2020) have been returned to their families.
In the reporting year, 296 children (855 children in total since November 1, 2022) were placed in institutions, 324 children left institutions (828 children in total since November 1, 2022), and it was deemed appropriate for 275 children (822 children in total since November 1, 2022) to remain under family care, preventing their placement in institutions.
