After the 2020 Patriotic War, the restoration of life and new governance in our liberated regions began as a new stage for Azerbaijan.
Each of these regions is invaluable from a strategic and moral perspective. Therefore, the management of these territories also required a different approach.
By a decree signed by President Ilham Aliyev in January 2021, “Special Representations of the President in the Liberated Territories” were established.
This step shaped the governance model of the new era. The main direction here is a centralized, flexible system directly subordinate to the President.
The President's special representatives in the liberated regions are selected individuals in whom the head of state places full trust.
These representatives lead the restoration and reconstruction process in the regions, coordinate the activities of state bodies, and oversee the implementation of socio-economic projects.
The liberated territories cannot be regarded merely as regions undergoing restoration.
Azerbaijan is, as it were, “nurturing” these regions that remained under occupation for over 30 years. Because every road, every school, every bridge is also a symbol of national pride and return.
The liberated regions are the legacy of our Martyrs.
Symbolically, the first stop of this process was Shusha. This city, considered the crown of victory, was declared the cultural capital of Azerbaijan, and the foundation of the “Great Return” program was also laid here.
President Ilham Aliyev has consistently appointed special representatives in the liberated regions. And each appointment carried both a political and a strategic message.
The special representative of the President of the Republic of Azerbaijan in Shusha district is Aydin Karimov.
The special representative of the President of the Republic of Azerbaijan in Aghdam, Fuzuli, and Khojavand districts is Emin Huseynov.
The special representative of the President of the Republic of Azerbaijan in Khankendi city, Aghdara, and Khojaly districts is Elchin Yusubov.
The special representative of the President of the Republic of Azerbaijan in Jabrayil, Gubadli, and Zangilan districts is Vahid Hajiyev.
The special representative of the President of the Republic of Azerbaijan in Lachin district is Masim Mammadov.
The special representative of the President of the Republic of Azerbaijan in Kalbajar district is Bashir Hajiyev.
As we noted above, the restoration of the liberated territories is a major state ideology.
Every step here is planned, deliberate, and coordinated at a high level.
Representatives directly subordinate to the Presidential Administration are appointed for this purpose. They combine the political will of the state with a practical implementation mechanism.
The work being carried out in the liberated regions provides full grounds to state that this is a new stage of Azerbaijani statehood.
The President's special representatives in these regions are a symbol of trust.
They stand at the forefront of the “Great Return”, becoming the bearers of economic, social, and moral revival.
And today, a reality has been felt everywhere from Kalbajar to Zangilan, from Shusha to Lachin.
