In January-September 2025, 1948.2 thousand foreign citizens and stateless persons arrived in the Republic of Azerbaijan from 183 countries worldwide, which is 1.8 percent less compared to the corresponding period of the previous year.

Of the arrivals, 24.8 percent were citizens of the Russian Federation, 17.1 percent Turkey, 7.9 percent Iran, 6.8 percent India, 4.5 percent Saudi Arabia, 4.2 percent Georgia, 4.0 percent Kazakhstan, 3.4 percent Pakistan, 2.6 percent China, 2.3 percent each from Uzbekistan and Israel, 1.6 percent United Arab Emirates, 1.4 percent Ukraine, 1.2 percent each from Turkmenistan and Kuwait, 1.1 percent Belarus, and 13.6 percent from other countries. Men constituted 66.3 percent of the arrivals, and women 33.7 percent.
Compared to the same period last year, the number of arrivals from Tajikistan increased by 1.9 times, from Israel by 1.8 times, from Japan by 1.6 times, from China by 1.5 times, from Jordan by 1.5 times, from Kyrgyzstan by 35.7 percent, from Uzbekistan by 31.6 percent, from Kazakhstan by 19.4 percent, from the USA by 16.3 percent, from Canada by 16.3 percent, from the Netherlands by 16.3 percent, from Germany by 15.2 percent, from Pakistan by 15.1 percent, from Italy by 15.1 percent, and from the Republic of Korea by 10.3 percent.
Compared to January-September 2024, the number of arrivals from European Union member states increased by 8.5 percent to 88.8 thousand people, the number of arrivals from Gulf countries decreased by 4.9 percent to 321.1 thousand people, the number of arrivals from CIS countries decreased by 7.2 percent to 669.8 thousand people, while the number of arrivals from other countries increased by 3.1 percent to 868.5 thousand people.
Of the foreign citizens and stateless persons arriving in our country, 76.2 percent used air transport, 22.5 percent used rail and road transport, and 1.3 percent used sea transport.
Compared to January-September 2024, the total number of citizens of the Republic of Azerbaijan traveling to foreign countries decreased by 2.6 percent to 1605.0 thousand people. The number of citizens of the Republic of Azerbaijan traveling to Georgia increased by 22.0 percent, to Iran by 2.6 percent, while the number of those traveling to the Russian Federation decreased by 30.8 percent, and to Turkey by 2.4 percent. 42.2 percent of the citizens of the Republic of Azerbaijan traveled to Turkey, 14.6 percent to the Russian Federation, 10.8 percent to Georgia, 8.9 percent to Iran, and 23.5 percent to other countries. Men constituted 63.6 percent of those traveling, and women 36.4 percent.
In January-September 2025, 70.6 percent of the citizens of the Republic of Azerbaijan traveling to foreign countries used air transport, 27.5 percent used rail and road transport, and 1.9 percent used sea transport.
