The letter addressed to Russia by Ramiz Mehdiyev, former head of the Presidential Administration and the National Academy of Sciences, regarding the new governance model named “State Council”, has become a subject of serious discussion.
The letter proposes that control over the activities of the legislative, executive, and judicial branches of power in the country be transferred to a 50-member p named “State Council”.
The composition of this p is intended to include statesmen, economists, lawyers, and representatives of science and culture.
According to Modern.az, Mehdiyev's letter has resonated in social networks and the press.
Isa Gambar, chairman of the Musavat Party, stated that regardless of whether the letter is original or not, the proposed model creates the impression of “an authoritarian system hidden behind attributes of democracy”.
He emphasized that “the transfer of control over legislative, executive, and judicial power to the State Council” contradicts democratic governance principles.
Arif Hajili, chairman of the Supreme Assembly of the Musavat Party, issued a harsher statement. He recalled that Ramiz Mehdiyev's idea was not new, and that a similar model was proposed by Etibar Mammadov in 2003.
"This is similar to Etibar Mammadov's proposal to us in approximately 2003. The model where the chairman of the State Council leads the state without passing through a nationwide vote", - Arif Hajili stated.
We also contacted Etibar Mammadov himself regarding the matter. He stated that Arif Hajili is a "nonsensical person", and called his claims nonsense.
