Isa Gambar spoke about Etibar Mammadov's request: I said that you are putting forward difficult conditions!

In a letter addressed to Russia by Ramiz Mehdiyev, former head of the Presidential Administration, accused of treason, a new governance model called “State Council” was mentioned.

The letter proposes that control over the activities of the legislative, executive, and judicial powers in the country be given to a 50-member p called the “State Council”.

Mehdiyev's letter has resonated on social networks and in the press.

Isa Gambar, chairman of the Musavat Party, stated that regardless of whether the letter is original or not, the proposed model creates the impression of “an authoritarian system hidden behind attributes of democracy”. 

He emphasized that “the transfer of control over legislative, executive, and judicial powers to the State Council” contradicts democratic governance principles.

Arif Hajili, chairman of the Supreme Assembly of the Musavat Party, for his part, recalled that a model similar to Ramiz Mehdiyev's idea was proposed to them by Etibar Mammadov back in 2003.

"This is similar to Etibar Mammadov's proposal to us in approximately 2003. The model where the chairman of the State Council leads the state without passing through a nationwide vote", - Arif Hajili stated.

In a brief statement to Modern.az, Etibar Mammadov called Arif Hajili's claim nonsense and did not wish to elaborate on it. 

According to Modern.az, Musavat leader Isa Gambar confirmed that Etibar Mammadov had made such a proposal and clarified the matter.

He stated that in October 2003, 7-8 days before the presidential elections, Etibar Mammadov put forward a proposal in exchange for withdrawing his candidacy and supporting Gambar's candidacy:

“He demanded from me that if I were elected: a) the position of Prime Minister, b) the creation of a State Council immediately after the election, c) his appointment as chairman of the State Council, d) the subordination of the Ministry of Foreign Affairs and all power structures to the chairman of the State Council – i.e., to him, and so on. I informed him that I considered his appointment as Prime Minister acceptable if I were elected, but the other demands were not in line with logic and the Constitution”.


Isa Gambar said that the claims that he supposedly accepted all of Etibar Mammadov's proposals and then changed his mind do not reflect the truth:

“I told Etibar Mammadov there that he was putting forward excessively difficult conditions, and their acceptance did not seem realistic. I added that, in any case, I would discuss all this with the leadership of the Musavat Party and my allies and would respond by 13:00 the next day. The next day, a few minutes before 13:00, I called Etibar Mammadov and informed him that his proposals were not acceptable. This is, in short, the essence of the matter”.
