The State Security Service (SSS) conducted an operation in Balakan district.
Within the framework of the operation conducted in connection with corruption offenses and official crimes, the district's executive head Islam Rzayev and several officials have been detained. The detention of Islam Rzayev, who has been serving as the head of the Balakan District Executive Power since 2011, has increased the number of executive heads behind bars by one.
According to Modern.az, the executive heads currently in custody are as follows:
1. The former executive head of Imishli district Vilyam Hajiyev was detained by the SSS on May 5, 2020. He was sentenced to 12 years of imprisonment by court order. Last year, his cassation appeal was heard at the Supreme Court. According to the decision, V. Hajiyev's sentence was reduced from 12 years to 8 years and 6 months.
2. The former head of Bilasuvar District Executive Power Mahir Guliyev received an 11-year prison sentence. Last year, the Supreme Court partially upheld the former executive head's appeal. According to the decision, M. Guliyev's sentence was reduced from 11 years to 8 years and 3 months.
3. The former head of Neftchala District Executive Power Ismayil Valiyev was sentenced to 10 years of imprisonment. In February 2024, at a session held at the Supreme Court, Ismayil Valiyev's sentence was reduced to 6 years and 2 months.
4. The former head of Jalilabad District Executive Power Namiq Zeynalov was sentenced to 12 years in prison. In 2023, at a session held at the Shirvan Court of Appeal, Namiq Zeynalov's sentence was reduced to 11 years and 9 months.
5. The former executive head of Shamkir Alimpasha Mammadov was arrested by the SSS in April 2021. By the verdict of the Ganja Court for Grave Crimes, Alimpasha Mammadov was found guilty of abuse of official powers, embezzlement, bribery, and legalization of state funds obtained through criminal means, and was sentenced to 11 years and 6 months of imprisonment. By the decision of the Ganja Court of Appeal, Alimpasha Mammadov's sentence was reduced by one year, bringing his sentence to 10 years and 6 months.
6. The former executive head of Aghstafa Nizamaddin Guliyev was sentenced to 9 years of imprisonment. Nizamaddin Guliyev passed away from COVID-19 on September 7, 2021, at the Ganja modular hospital.
7. The former head of Yevlakh City Executive Power Goca Samadov was sentenced to 7 years and 3 months in prison. According to the decision of the Sheki Court of Appeal in January 2023, G. Samadov's sentence was reduced to 6 years. He was released in July 2023.
8. The former head of Kurdamir District Executive Power Jeyhun Jafarov was detained in August 2020. By court order, he was sentenced to 8 years and 6 months in prison. Subsequently, the Shirvan Court of Appeal reduced the former head's sentence to 6 years, and later, by a decision of the Supreme Court, this period was reduced to 4 years and 6 months. In February 2025, Jeyhun Jafarov, who was convicted on corruption charges, completed his sentence. The former executive head has been released.
9. The head of Gakh District Executive Power Musa Shakiliyev was also detained by the State Security Service (SSS) in June of this year. On June 21, a pre-trial detention measure for a period of 4 months was chosen for him at the Sabail District Court. According to the Order signed by President Ilham Aliyev on June 21, Musa Shakiliyev was dismissed from his position as the head of Gakh District Executive Power. In October, during a proceeding held at the Sabail District Court, a submission made based on the investigative p's motion was reviewed. The pre-trial detention measure chosen for Musa Shakiliyev was extended for another 4 months. Musa Shakiliyev is accused of embezzling a particularly large amount of state property by abusing his official position.
