After a peace agreement with Armenia, changes may occur in the Constitution of Azerbaijan.
This was stated by Rovshan Muradov, a deputy of the Milli Majlis, in a statement to Modern.az. In his opinion, the new governance model requires this. The deputy added that in the current situation, the parallel existence of both executive authorities and special representations is not possible.
“In the new governance model, executive authorities will remain in a different form, while special representations will operate across economic zones. For example, in the future, there will not be a separate representative for Shusha, but a special representative for Karabakh, and relevant executive structures will operate within its composition. There will be no need for inflated apparatuses.”
He emphasized that this will be possible after the peace agreement.
It should be recalled that the institution of special representation is mainly applied in territories liberated from occupation, and this is regulated by Presidential decrees and relevant legislative acts. Special representations operate in parallel with executive bodies. A constitutional amendment is required for the full replacement of executive authorities.
