Persons who visited the territories of Azerbaijan without the permission of official Baku have been included in the “black list”. This is the legitimate right of every state.
This was stated by Azerbaijani Foreign Minister Jeyhun Bayramov while answering a question from Turqay Musayev, an employee of Modern.az website, at a press conference on the results of 2025.
According to the Minister, this practice, applied during the occupation, continued even after the occupation ended. However, individuals who later applied, sincerely admitted their mistakes, and apologized were removed from the “black list”. Such applications have also been received in recent years.
Jeyhun Bayramov noted that individuals who have not applied are still on the “black list”. Currently, there are more than 2000 people on this list.
The Minister added that some individuals on the list display an unfriendly attitude towards Azerbaijan and do not intend to visit the country under any circumstances.
