Nemət Pənahlı, one of the leaders of the Square Movement, claimed that approximately 10 million manats collected at that time were embezzled by the leader of the APF, the late ex-president Abulfaz Elchibey. According to him, a large part of the money was given to Elchibey, and when they wanted to investigate the matter, a person named Rasul was defended by Elchibey and later appointed to a state position.
"One day, Rasul's wife met me at a mourning gathering and, crying, said, 'Do you think Rasul betrayed you? He did not betray you. He gave 70 percent of the collected money to Abulfaz Elchibey, his uncle fraudulently took the rest from him, and a part of it was plundered by those who collected the money. After this, Rasul himself was threatened, saying, "If you tell Nemət about this matter, we will kill you."'" ,-Nemət Pənahlı noted.
