In 2025, a notable innovation was recorded in the field of political activity in Azerbaijan. The Vahdat Party, for the first time in the country, entrusted the functions of the First Deputy Chairman of the party to an AI-based female model. According to a statement from the party, this initiative aims to implement digitalization in governance, ensure more operative and analytical decision-making, and foster an innovative political approach.
The contributions of this innovation to the party, the tasks performed by the AI-based female model, and the extent of its contribution to the party's decision-making process are matters of interest.

In his statement to our website, the party chairman spoke about the operating principle of the implemented model:
“We prefer to explain this model not by asking “what does it do?” but rather by asking “what does it not do?” This is because the biggest concern in society regarding artificial intelligence is the fear that it will replace humans and political will. Our approach is entirely the opposite. Currently, this artificial intelligence does not think, does not make decisions, and does not pass judgment. It simply gathers a large volume of information entering the party—citizen appeals, social concerns, public expectations—in a calm, emotionless, and systematic manner.

A.I. Bakuvi described the advantage of this model as follows:
“Previously, political decisions were often based on emotions, fragmented information, and individual voices. This system, however, shows us the entire picture simultaneously: what society says, what it remains silent about, where there are risks and gaps, and where there are opportunities. In other words, it does not interfere with political will, but it fully clarifies political responsibility.
However, I want to emphasize one thing: artificial intelligence neither votes, nor makes decisions, nor bears responsibility on behalf of anyone. It simply conveys all information to the leadership, and it becomes impossible for us to say ‘we didn't know this’ when making a decision on any matter.
The party chairman also clarified whether the newly implemented model has caused any technical or functional problems:
“I say with complete sincerity and full responsibility that no critical technical or functional problems are being experienced. The main reason for this is our phased and fully controlled approach to the project, rather than a hasty one.
At the current stage, the model operates in a closed test environment with limited functions. The program is not involved in real decision-making processes, has restricted access to open networks, and works only with pre-approved data. This minimizes both technical risks and misuse.
Of course, as with any new technology, there are technical aspects requiring fine-tuning—such as terminological accuracy, language balance, and proper context preservation. However, these do not constitute problems; they are integral parts of the normal testing process, and each is promptly addressed under human supervision.
Our main principle is this: artificial intelligence acts as an execution tool, but the final decision and full control always remain with humans. For this very reason, this system cannot be considered a source of any risk for the party, either technically or functionally.”
So, what program does the Artificial Intelligence operate on?
In response to the question, Adəm İsmayıl Bakuvi stated: “The artificial intelligence system operates in a closed and protected server environment located in Azerbaijan and is built upon open-source large language models. The system is not connected to any external, commercial, or open platform, does not have a permanent internet connection, and works only with the party's official, pre-approved database.
This approach fully ensures technical security, as well as political and legal control. In other words, we are not talking about a “ready-made program” here, but rather about complex technological solutions localized in Azerbaijan, institutional, and fully controlled.”
