This is because every position within the executive authority is responsible for a specific area, and these areas must work in close connection with each other.
When relevant positions remain vacant, the division of labor is disrupted, and functions are either not performed or are temporarily assigned to other employees. This leads to superficiality in decision-making and delays in the implementation process. Particularly in social, land, employment, and administrative matters, delays and a loss of quality arise, the direct impact of which citizens feel in their daily interactions.
Modern.az has investigated the executive authority with the most vacant positions across the country. It has been revealed that the Balakan District Executive Authority currently leads in this indicator. Specifically, there are 10 vacant positions in the institution.
In the Balakan District Executive Authority, several important positions are currently seeking their occupants. The vacant positions mainly cover structural units that bear the coordination and executive burden of management.
Specifically, the positions of First Deputy Head of the District Executive Authority, as well as Assistant to the Head and Head of the Territorial-Organizational and Socio-Political Affairs Department - Assistant to the Head are vacant. In the same department, the position of Deputy Head of Department - Sector Manager is also vacant.
Furthermore, there is no appointment for the position of Sector Manager for the Organization of Work with War Participants and Martyrs' Families Sector.
In the Architecture and Construction Issues Sector, two out of the three existing staff units are vacant. These include the positions of Deputy Head of Department - Sector Manager (Chief Architect) and Leading Advisor.
In the Sector for Work with Documents and Citizens' Appeals, the position of Sector Manager is vacant.

The fact that most of the mentioned positions involve management, coordination, and control functions further broadens the scope of the impact of personnel shortages on the overall activities of the executive authority.
