On January 30, a report meeting of the Apparatus of the Constitutional Court on the results of 2025 was held under the chairmanship of Farhad Abdullayev.

According to the information, Farhad Abdullayev, opening the meeting, stated that last year two main events of extremely significant importance in the history of Azerbaijani statehood were commemorated: the fifth anniversary of the historic Victory in the Second Karabakh War and the thirtieth anniversary of the adoption of the first Constitution of our independent state.
It was brought to attention that, guided by the Order of the President of the Republic of Azerbaijan Ilham Aliyev on declaring 2025 as the “Year of Constitution and Sovereignty” in the Republic of Azerbaijan, the Constitutional Court implemented a series of measures during the reporting year.
The Chairman particularly emphasized that the international conferences held on July 16 and November 12, dedicated to the 30th anniversary of the Constitution, and the first congress of the Conference of Constitutional Jurisdictions of the Turkic World (TÜRK-AY) were among the memorable events of last year. It was noted that within the framework of the Congress, the “Baku Declaration” was signed, which serves to develop cooperation in the field of constitutional justice among Turkic states and reflects the importance of legal cooperation among the relevant constitutional bodies of Turkic states. Furthermore, Memoranda of Understanding were signed between the Constitutional Court of Azerbaijan and the Constitutional Court of Turkey, as well as between the Constitutional Court of Azerbaijan and the Federal Supreme Court of Iraq.
Chairman Farhad Abdullayev stated that as a result of the Victory achieved by our glorious Army under the leadership of Victorious Supreme Commander-in-Chief Ilham Aliyev, the supreme force of our Constitution has been established throughout the entire territory of our republic. With this historic Victory, the principle enshrined in Article 11 of the Constitution, “The territory of the Republic of Azerbaijan is unified, inviolable, and indivisible,” has become a reality, and the supremacy of international legal norms and fundamental principles has been ensured. At the same time, the 30th anniversary of the Constitution and the 5th anniversary of our great Victory are not just a date, but also a call to responsibility. The task before us is to protect the values of the Basic Law and transmit these values to future generations.
The Chairman noted that last year, as a symbolic expression of our state's commitment to constitutional values and the achievements gained on the path of independent Azerbaijan's development, the President established the jubilee medal of the Republic of Azerbaijan “30th Anniversary of the Constitution of the Republic of Azerbaijan (1995–2025)”. In accordance with the execution of the Order, individuals who contributed to the preparation, improvement, and promotion of the Constitution, the development of the legislative and legal system, the ensuring of the supremacy of the Constitution of the Republic of Azerbaijan, the strengthening of state independence, the protection of fundamental human and civil rights and freedoms enshrined in the Constitution, the formation and development of constitutional ideas and principles, as well as those with special services to the Azerbaijani state, were awarded by the Chairman of the Constitutional Court.
It was noted that last year, in connection with inquiries from the Supreme Court, the Prosecutor General's Office, the Commissioner for Human Rights (Ombudsman), and appeals from courts, the Plenum of the Constitutional Court adopted a number of important decisions. A series of significant decisions and rulings were adopted by the Plenum regarding the constitutional cases reviewed. In these decisions, the Plenum of the Constitutional Court officially interpreted the norms of criminal and criminal procedural, civil and civil procedural legislation, as well as labor, administrative offenses, and several other laws, and in the rulings, it provided practical explanations for the implementing bodies.
It was brought to attention that the initial version of a new electronic platform, intended for implementation within the Constitutional Court and based on the use of artificial intelligence, has been prepared. The new system, in addition to being important for protecting information security, will also perform a number of key tasks, significantly simplifying the work process by enabling flexible data search and document preparation using artificial intelligence without internet access, and organizing prompt document exchange among employees.
At the meeting, speeches by the Apparatus leadership and reports by the heads of the relevant departments and sectors of the Apparatus were heard. Furthermore, reports were heard on legal aspects touched upon in inquiries, appeals, and constitutional complaints received by the Constitutional Court, the execution of decisions adopted by the court, analytical reports and opinions prepared, as well as organizational matters.
The Chairman, in his concluding speech, brought to attention that the Constitutional Court will strive to duly fulfill its duties in support of the multifaceted and progressive activities carried out by President Ilham Aliyev towards ensuring the supremacy of the Basic Law, authored by National Leader Heydar Aliyev, strengthening the process of building a democratic, legal state, and protecting legality. It was stated that the Constitutional Court will contribute to the development of legislation in accordance with the literal meaning and spirit of the Constitution, considering modern socio-political realities.
Subsequently, an extensive exchange of views on the results of 2025 was conducted, and opinions and proposals voiced were heard.
At the end of the report meeting, Farhad Abdullayev assessed the work carried out in 2025 as satisfactory and, with the aim of increasing the efficiency of the institution's activities, gave relevant instructions and recommendations to the employees of the Apparatus.
