On the occasion of the "Year of Constitution and Sovereignty", regarding the declaration of amnesty, the Decision of the Milli Majlis dated December 19, 2025, was applied to 15,119 individuals by the Penitentiary and Probation services of the Ministry of Justice, as well as the Investigation Department, in conjunction with prosecutor's offices and judicial bodies, from December 22, 2025, to February 8, 2026.
Regarding this, information was provided by the Ministry of Justice in response to an inquiry from Modern.az.
It was reported that among the individuals to whom amnesty was applied, 5,148 were released from imprisonment for a definite term, and 8,914 were released from penalties not involving deprivation of liberty. In addition, the sentences of 1,045 individuals condemned to deprivation of liberty were reduced by 6 months. And 12 individuals were released from criminal liability (under the investigative jurisdiction of judicial bodies).
According to the information, among individuals serving sentences in correctional facilities, 15 individuals for participating in the Patriotic War and 15 individuals for reaching the age of 60 by the date the decision came into force were also among those released from punishment.
Among the individuals to whom amnesty was applied, 1,216 committed crimes that do not pose a great public danger, 13,054 committed less serious crimes, and 849 committed serious crimes.
In total, among the individuals to whom amnesty was applied, 14,345 are men (18 of whom are minors), and 774 are women.
The execution of the amnesty act is ongoing.
