Jabrayil Eldar oglu Khanlarov was born on November 3, 1972, in Baku. He graduated from Azerbaijan State University of Economics in 1995.
He worked for some time in the “Azerterminlakompleks” entity of the State Customs Committee.
Here, he rose to the rank of customs service major.
Subsequently, he transferred to the structure of the Ministry of Emergency Situations.
From 2005 until now, he has headed the State Agency for Control over Safety in Construction of the Ministry.
In 2021, Jabrayil Eldar oglu Khanlarov was awarded the qualification degree of 3rd-class state advisor.
