The number of electric scooter users in Baku and the regions is increasing day by day. The issue of small electric vehicles causing accident situations in many cases is brought to the agenda from time to time. The Commissioner for Human Rights (Ombudsman) Sabina Aliyeva has addressed state institutions regarding electric scooters and other small electric vehicles.

The Ombudsman noted that although electric scooters have become widespread as an alternative means of transport in urban traffic in recent years, this process has created new and serious risks related to road safety. In particular, the increase in road traffic accidents involving minors is a cause for concern and indicates that existing legal mechanisms are insufficient.

It is interesting how many accidents involving small electric vehicles have occurred to date.

The press secretary of the Baku City State Traffic Police Department, Toghrul Nasirli, responded to an inquiry from Modern.az.

He stated that in 2025, 1 accident involving a small electric vehicle was recorded in the capital.

“In general, accidents involving fatalities and injuries are recorded. Last year, there was 1 such incident involving a small electric vehicle. As a result of the accident, 1 person lost their life,” T. Nasirli noted.

It should be noted that the person who died in last year's accident was Ulviyya Ahmadova, born in 2002. She lost her life last July when she was hit by a “Mercedes” brand car at the intersection of Rashid Behbudov and Dilara Aliyeva streets. Ulviyya was also an athlete.  Ulviyya, a member of the “Khazar” Sailing Club, participated in sailing competitions and won awards in several tournaments.
