In the reporting year, social benefits were provided to a total of 529 thousand people (5.2% of the population), with monthly benefits for 471.1 thousand people and one-time benefits for 58 thousand people. Additionally, the scholarship of the President of the Republic of Azerbaijan was paid to 406.6 thousand people (4% of the population). During the year, with the increase in the minimum wage, the one-time benefit provided to individuals released from penitentiary institutions and in need of medical-social assistance was raised to 1600 manats. By presidential decree, the amounts of various social benefits and scholarships were increased, and student and doctoral scholarships were also raised by an average of 10% starting from September 1, 2025.
According to Modern.az, this was reflected in the report on the activities of the Cabinet of Ministers in 2025.
Furthermore, by Decree No. 410 of the President of the Republic of Azerbaijan dated June 12, 2025, “On increasing the amounts of social benefits, scholarships of the President of the Republic of Azerbaijan, and scholarships for honorary titles, and making amendments to certain decrees and orders of the President of the Republic of Azerbaijan in connection therewith,” the amounts of the following social benefits and scholarships have been increased starting from July 1, 2025:
the amount of the monthly benefit for persons with disabilities determined due to 81-100% impairment of bodily functions increased by 11.1% to 300 manats; for persons with disabilities determined due to 61-80% impairment of bodily functions, the monthly benefit increased by 13.6% to 250 manats; for persons with disabilities determined due to 31-60% impairment of bodily functions, the monthly benefit increased by 20% to 180 manats;
the amount of the monthly benefit for loss of the family breadwinner, the monthly benefit for children of military personnel in fixed-term active military service, and the monthly benefit for guardians (custodians) of children who have lost their parents and are deprived of parental care increased by 16.6% to 140 manats;
the amount of the monthly benefit for low-income families with children under one year of age increased by 40% to 140 manats; the amount of the monthly social benefit for women with more than five children increased by 33.3% to 140 manats per child; the amount of the monthly benefit for adopted children (excluding children with disabilities under 18 years of age) increased by 20% to 240 manats;
for the upbringing of a child with a disability under 18 years of age provided to a foster family: for children aged 0–6 years, increased by 26.6% to 500 manats; for children aged 7–13 years, increased by 44.6% to 600 manats; for children aged 14–18 years, increased by 49.4% to 650 manats;
the amount of the one-time benefit for childbirth and the one-time benefit for burial increased by 20% to 600 manats;
the amount of the scholarship for persons awarded the title of “Hero of the Patriotic War” of the Republic of Azerbaijan increased by 10% to 2200 manats; the amount of the scholarship for persons awarded the title of National Hero of Azerbaijan increased by 11.1% to 2000 manats;
the amount of the scholarship for martyr families, the scholarship for families of January 20 martyrs, and the scholarship for families of military personnel who died, went missing, or were declared deceased by court order while fulfilling their international duty as part of Soviet troops in Afghanistan increased by 16.7% to 700 manats;
the amount of the scholarship for persons with disabilities determined due to 81-100% impairment of bodily functions related to war or the January 20, 1990 events increased by 20% to 600 manats; for persons with disabilities determined due to 61-80% impairment, increased by 25% to 500 manats; for persons with disabilities determined due to 31-60% impairment, increased by 21.2% to 400 manats;
the amount of the scholarship for persons with disabilities determined due to 81-100% impairment of bodily functions from general causes (excluding persons with visual impairment) increased by 25% to 250 manats; the amount of the scholarship for persons with visual impairment determined due to 81-100% impairment of bodily functions from general causes increased by 16.7% to 350 manats;
the amount of the individual scholarship of the President of the Republic of Azerbaijan increased by 13.3% to 1700 manats; the amount of the scholarship for “People's” honorary titles increased by 50% to 300 manats; the amount of the scholarship for “Honored” honorary titles increased by 33.3% to 200 manats.
Also, by Order No. 678 of the President of the Republic of Azerbaijan dated July 24, 2025, the amounts of scholarships provided to doctoral students and students studying in higher education, secondary specialized, and vocational education institutions from the state budget funds have been increased by an average of 10% starting from September 1, 2025.
