In 2025, a total of approximately 31.4 million manats was spent from the state budget for the payment of utility services used by internally displaced persons, the repair of residential facilities, and the improvement of infrastructure provision. With these funds, utility services were financed, cable lines were purchased to strengthen the stability of electricity and water supply, and repair and restoration works were carried out in hundreds of apartments and residential buildings.
According to Modern.az, this was reflected in the report on the activities of the Cabinet of Ministers in 2025.
For the consumption of drinking water, natural gas, and electricity used by internally displaced persons residing in public and administrative buildings across the country, as well as for wastewater discharge and household waste transportation, a total of 18,320,000 manats was transferred from the state budget to the accounts of utility service organizations during the year.
The report indicated that, as a preventive measure to ensure the stability of electricity supply and drinking water provision in densely populated areas and existing settlements for internally displaced persons, 75.9 thousand meters of various sizes and brands of cable-wire, valued at 499.9 thousand manats, were purchased and delivered to demand locations in 2025, and 1732 trips of water (18.2 thousand tons) were transported to necessary administrative buildings.
In 2025, to solve the household problems of internally displaced persons, with funds amounting to 3811 thousand manats, 26.5 thousand square meters of soft and 57.2 thousand square meters of colored metal roofing were replaced across 94 facilities where they reside; repair works were carried out in 40 apartments (houses), including 3 apartments belonging to martyr and veteran families living in difficult conditions, which became unusable due to fires caused by various reasons.
Furthermore, in settlements and residential complexes under the balance of the State Committee for Refugees and Internally Displaced Persons, 345 apartments or individual houses were repaired during the reporting year, the roofing of 17 buildings was replaced, the stairwells and corridors of 2 buildings were repaired, the stone cladding of 10 buildings was replaced with new ones, and repair works were carried out on the internal roads of 4 settlements. A total of 8747 thousand manats was spent on the aforementioned repair and restoration works.
