After years of tension between Azerbaijan and Armenia, the agreement and initialing of a peace treaty opens a new historical stage for the region. The initialing of the agreement, based on international law norms and mutual obligations of states, aims to ensure the final resolution of the conflict between the parties. This document has already passed through stages of diplomatic discussions and agreement, and as a next step, it must be ratified by the legislative bodies of both countries.

Signing is not sufficient for the agreement to enter into legal force. According to the requirements of the Constitution and legislation on international treaties, ratification of the document by the Milli Majlis is also mandatory. The ratification process serves to grant the agreement official status within the state's domestic legal system and to create a legal basis for its implementation. This stage is also valued as the parliament's confirmation of the state's supreme will.

Deputy Speaker of the Milli Majlis Ziyafət Əsgərov stated in his comments to Modern.az regarding the issue that the Milli Majlis will prepare the ratification as a law, but for this, Armenia needs to change its Constitution. After that, the parliament will do its part.

It should be noted that the Milli Majlis bears several responsibilities in the ratification process. Thus, parliamentary ratification is important for evaluating the agreement's compliance with the Constitution of Azerbaijan, international obligations, and national interests. Ratification is intended to demonstrate the state's support for the path to peace, to monitor the implementation of the agreement, to make changes in legislation when necessary, and to ensure the fulfillment of international obligations.
