Transitioning from the National Assembly to a position DEPUTIES

Member of the Milli Majlis Ramil Hasan has applied to the Central Election Commission (CEC) for the annulment of his mandate. The reason for Ramil Hasan's resignation from his parliamentary position is related to his election to a new post. Specifically, Ramil Hasan was elected as the new Secretary General of the organization at the 14th plenary session of the Parliamentary Assembly of Turkic States (TURKPA), held in July this year in Astana, the capital of Kazakhstan.

Ramil Hasan is not the first deputy in Azerbaijan to assume a leadership position before the expiration of his term. Previously, the career paths of some officials also passed through the Milli Majlis.

It is also stipulated in the law: According to Article 89, Part 4 of the Constitution of Azerbaijan, a member of the Milli Majlis must resign from membership in the Milli Majlis if they hold a position in state bodies. A member of the Milli Majlis holding a position in a state p must apply to the Central Election Commission (CEC), and the CEC must review this application within 2 months and decide on the deprivation of the deputy's mandate.

The Modern.az website recalls the names of former deputies who were appointed to official posts before the expiration of their terms.

Mubariz Gurbanli, who was a member of the IV convocation (2010-2015) of the Milli Majlis, had his deputy powers terminated by the Central Election Commission after he was appointed Chairman of the State Committee for Work with Religious Organizations by order of President Ilham Aliyev on July 21, 2014. After being relieved of his position as committee chairman in 2024, he was elected a member of the VII convocation of the Milli Majlis.

One of the individuals whose deputy powers were terminated was Ali Ahmadov, elected to the Milli Majlis from the Narimanov first constituency No. 19. Specifically, Ali Ahmadov, who held the posts of Deputy Chairman and Executive Secretary of the New Azerbaijan Party in 2013, was appointed Deputy Prime Minister by order of President Ilham Aliyev on October 22. According to Article 85 of the Constitution, a person serving in executive power systems cannot be a deputy of the Milli Majlis. Therefore, on November 12, 2013, the Central Election Commission terminated the mandate of deputy Ali Ahmadov. After Ali Ahmadov was relieved of his position as Deputy Prime Minister, he was re-elected as a deputy. He is currently the First Vice-Speaker in the VII convocation of the Milli Majlis.

Asaf Hajiyev is also one of the ex-parliamentarians whose deputy mandate was annulled. His parliamentary activity was terminated in 2015. Asaf Hajiyev was elected Secretary General of the Parliamentary Assembly of the Organization of the Black Sea Economic Cooperation (PABSEC) on December 9, 2014. After this, he voluntarily applied to the CEC for the termination of his deputy powers. Asaf Hajiyev represented the Nizami second (Ganja) constituency No. 8 in the IV convocation of the Milli Majlis. 

Mukhtar Babayev, who was a deputy of the IV (2010-2015) and V (2015-2019) convocations of the Milli Majlis, was appointed Minister of Ecology and Natural Resources by order of President Ilham Aliyev on April 23, 2018. He served as Minister of Ecology and Natural Resources from 2018-2025. In February 2025, he was appointed the President's representative for climate issues.

Vusal Huseynov, head of the State Migration Service, was a deputy of the V convocation (2015-2019) of the Milli Majlis when he was appointed to this position. V. Huseynov was appointed head of the State Migration Service by order of President Ilham Aliyev on April 23, 2018.

Fuad Muradov, Chairman of the State Committee on Work with Diaspora, also came to his current post from the Milli Majlis. Specifically, when F. Muradov was appointed chairman of the committee, he was a deputy of the V convocation (2015-2019) of the Milli Majlis, as well as the chairman of the parliamentary Youth and Sports Committee. He was appointed Chairman of the State Committee on Work with Diaspora on April 23, 2018.

Rovshan Rzayev assumed the position of Chairman of the State Committee for Affairs of Refugees and Internally Displaced Persons while he was a deputy of the V convocation (2015-2019) of the Milli Majlis. He was appointed to his current position by order of President Ilham Aliyev dated April 21, 2018.

Elshad Hasanov, a deputy of the V convocation (2015-2019) of the Milli Majlis, was appointed to the post of executive head. He held a deputy mandate when he was appointed head of the Yasamal District Executive Power of Baku city on November 12, 2019.

Former deputy Rustam Khalilov was appointed executive head of the Hajigabul district by order dated December 4, 2019. At that time, he was a member of the V convocation (2015-2019) of the Milli Majlis.

Shahin Seyidzade, a deputy of the VI convocation (2020-2025) of the Milli Majlis, was appointed Chairman of the Board of the "Icherisheher" State Historical-Architectural Reserve Department by order of President Ilham Aliyev on March 3, 2022. After being relieved from "Icherisheher", he was elected a deputy to the VII convocation of the Milli Majlis last year.

Rovnag Abdullayev was appointed president of the State Oil Company of Azerbaijan (SOCAR) on November 10, 2005. At that time, he was a deputy of the III convocation (2005-2010) of the Milli Majlis. Interestingly, while he was SOCAR president, he was also elected as a deputy in the IV (2010-2015) and V (2015-2019) convocations. 

By order of President Ilham Aliyev dated November 25, 2019, Valeh Alasgarov was appointed chairman of the temporary management p of the Alat Free Economic Zone until the authorized p and its Board of Directors for the Alat Free Economic Zone were formed. At that time, V. Alasgarov was a member of the V convocation (2015-2019) of the Milli Majlis.
