The activity of committees in the Milli Majlis is one of the main mechanisms showing how the legislative process is organized and which areas are more frequently subject to discussion.

The number of meetings held in committees and the topics discussed, as well as the public significance of these topics, reveal the structure of the parliamentary agenda and the directions that require attention.

In this regard, the work of the committees is considered an important indicator for observing the practical side of the legislative process.

The intensity of committee activity indicates in which areas discussions are concentrated, which topics are brought to the agenda more frequently, and which directions remain relatively in the background.

This article analyzes the activities of the Milli Majlis committees for 2025, conducting research on the most active, most productive, and least prominent committees.

67 documents discussed

The Committee on Legal Policy and State Building, chaired by Ali Huseynli, holds a leading position among the committees in terms of the number of issues discussed.

During the year, committee members held 14 meetings, and a total of 67 issues were discussed at these meetings.

Many of the meetings were held jointly with other committees. Of these, 5 were held jointly with the Human Rights Committee, 3 with the Regional Affairs and Defense, Security and Anti-Corruption Committees, and 1 in a joint format with the Culture Committee.

The agenda of the meetings primarily included discussions on the Criminal Code, the Code of Administrative Offenses, the Law “On Courts and Judges”, the Law “On Police”, as well as the approval of amendments to the Constitution of the Nakhchivan Autonomous Republic and other important documents.

22 meetings held

The Committee on Defense, Security and Anti-Corruption, on the other hand, is a leader among committees in terms of the number of meetings.

This committee, chaired by Arzu Nagiyev, held a total of 22 meetings across two sessions. 45 issues were discussed at these meetings.

Committee members met 5 times in November and 4 times in December during the last months of 2025. The committee discussed the Laws “On Military Service”, “On Internal Troops of the Republic of Azerbaijan”, and “On Combating Corruption”. At the same time, along with a number of amendments to draft laws of this nature, they recommended the Agreement “On the Establishment of the Civil Defense Mechanism of the Organization of Turkic States” and the budget draft to the plenary session.

43 documents discussed in 12 meetings

The Committee on Economic Policy, Industry and Entrepreneurship is considered one of the most productive committees of the year. This committee, chaired by Azer Amiraslanov, held 12 meetings. A total of 43 issues were discussed at these meetings, making the Committee on Economic Policy, Industry and Entrepreneurship the third committee to discuss the most issues and draft laws.

The committee, which held meetings in other months of the sessions except October, discussed 10 issues in September and 7 in March. In other months, the committee discussed an average of 3 issues. Discussions of important draft laws adopted concerning economic policy and the ratification of international agreements were among the main issues on the agenda.

13 meetings during the year

The Human Rights Committee, chaired by Zahid Oruc, stood out as one of the most active committees of the Milli Majlis in 2025. The committee held 13 meetings during the year, and a total of 17 issues were discussed at these meetings.

One of the important innovations on the committee's agenda was the draft law “On Information, Informatization and Protection of Information”: with this document, the field of social media was regulated by legislation for the first time.

In addition, amendments to the laws “On Media”, “On State Registration and State Register of Legal Entities”, the 2026 state budget draft, as well as the Ombudsman's annual report were among the main issues discussed in the committee.

25 documents brought for discussion during the year

Last year, 9 meetings were held in the Committee on Natural Resources, Energy and Ecology, chaired by Sadiq Gurbanov, and deputies discussed 25 issues. No meetings were held in the committee in February, May, and October. Among the main issues discussed were projects such as efficient use of energy resources, environmental protection, and consumer rights protection.

Second committee by number of meetings

The Agrarian Policy Committee ranks second in terms of the number of meetings in 2025. This committee, led by Tahir Rzayev, held 21 meetings and 1 public hearing during the year. A total of 38 issues were discussed at the committee meetings. The discussions at these meetings included mine clearance activities, various amendments to the Land Code, as well as other areas related to agriculture.

Agenda of 18 meetings - more than 42 documents

The Committee on Labor and Social Policy, led by Musa Guliyev, is one of the most active parliamentary committees of 2025. During the year, members of this committee met 18 times and discussed 42 issues. The committee held no meetings only in March. Looking at other months, there was activity in all months. The committee, which met 5 times in December and 4 times in November, discussed issues such as labor pensions, social services, unemployment insurance, and the minimum subsistence level.

Important discussions of the Health Committee

Ahliman Amiraslanov, who chairs the Health Committee, held 6 meetings together with the members of this committee. The meetings took place in January, April, May, September, and November. In addition to the draft laws “On Protection of Public Health”, “On Private Medical Activity”, “On Medicinal Products”, and “On Medical Insurance”, the 11 issues discussed also included the committee's report, work plan, and the ratification of international agreements discussed in other committees, as well as budget discussions.

Children who lost a parent discussed in the committee

The Committee on Family, Women and Children Affairs, led by Hijran Huseynova, held 11 meetings during the year, where deputies discussed 17 issues.

No committee meetings were held in April, October, and during the extraordinary session. The protection of children who lost a parent, as well as a number of amendments to the Labor Code, were among the main issues discussed by the committee.

Discussions on youth and sports

The Youth and Sports Committee held 5 meetings in 2025. The committee, led by Shahin Ismayilov, mainly held discussions on reports and work plans in January and September. In November, the committee discussed the 2026 state budget.

Public Associations and Religious Organizations Committee met 4 times

In 2025, the Committee on Public Associations and Religious Organizations was the committee of the Milli Majlis that held the fewest meetings. The committee, which held only 4 meetings during the year, met in January and September of last year to discuss the committee's report and work plan. The other two meetings were held in November, during which the committee chaired by Fazil Mustafa discussed the 2026 Budget.

19 documents in 16 meetings

Members of the Regional Affairs Committee, chaired by Siyavush Novruzov, met 16 times in the Milli Majlis during the year. However, in terms of productivity, the committee lags behind in the number of meetings held compared to other committees. 19 issues were brought for discussion in this committee during the year. Primarily, only 1 issue was discussed at the meetings. In September, when the most issues were brought for discussion, negotiations were held on 3 different directions. These included issues such as the committee's work plan for the current session and the report of the previous session. Issues such as municipal governance and local self-government, land relations, and real estate were among the main areas on the agenda.

Education discussions

The Science and Education Committee held 8 meetings during the year. The total number of issues discussed at the meetings chaired by Committee Chairman Anar Isgandarov was 11. The committee's agenda primarily included the draft laws “On General Education”, “On Education”, “On Preschool Education”, and “On Vocational Education”, and these documents formed the main content of the discussions.

The Culture Committee, chaired by Polad Bulbuloglu, discussed a total of 22 issues in 9 meetings during the year. The committee, which usually holds a maximum of 3 meetings per month, brought 8 issues to the agenda only in December at a joint meeting organized with the Committee on Legal Policy and State Building. No committee meetings were held in February, March, May, and October, as well as during the extraordinary session. During the year, the committee mainly discussed the draft laws “On Library Affairs”, “On Museums”, “On the Protection of Historical and Cultural Monuments”, and “On Culture”.

International issues, 28 documents in 12 meetings

The Committee on International Relations held a total of 12 meetings during the year. The number of issues discussed at the meetings was 28. The most intensive period of meetings in the committee chaired by Samad Seyidov coincided with June, when the committee met 3 times and discussed 4 issues. No committee meeting was held in October. The committee mainly discussed foreign policy and international cooperation, energy, climate and environmental security, transport, aviation and logistics, digital development and technologies, defense, security and legal cooperation, agriculture, food security and healthcare, parliamentary diplomacy and institutional issues, establishment of diplomatic missions and expansion of international presence, as well as global processes and strategic vision documents.

The generalized picture shows that the activities of the Milli Majlis committees vary. This is clearly demonstrated by both the number of meetings and the documents brought for discussion. Naturally, factors such as new era approaches and public demand should also be taken into account here.

Overall, the presented indicators reveal that the activities of the committees in the Milli Majlis are shaped according to thematic priorities, and the legislative burden is mainly concentrated in the areas of public administration, security, socio-economic, and legal affairs.

It should be noted that committee chairmen receive a monthly salary of 8520 manats, while deputy committee chairmen receive 7987.5 manats.
