It provides for the partial reimbursement of expenses incurred for foreign and co-production films in accordance with certain rules.
According to Modern.az, this issue is reflected in the draft law on amendments to the Law of the Republic of Azerbaijan “On Cinematography” discussed in the Culture Committee of the Milli Majlis.
The project also stipulates the involvement of foreign producers in film production in Azerbaijan as a separate direction of state policy.
New concepts are also introduced into the legislation with the draft law, and the terminological base is expanded. Thus, the following concepts are introduced into the legal text for the first time:
National film – a film that is not considered a foreign film and meets the requirements specified in Article 4 of this Law;
Foreign film – a film produced entirely by a foreign producer (producers);
Co-production film – a film co-produced by local and foreign producers;
Film not considered a co-production of foreign producers – a film produced by foreign producers;
Film production – a process encompassing the stages of preparation for film shooting, film shooting, and completion of shooting;
Preparation for film shooting – a process encompassing the creation of the film's idea, development of its concept, writing of the screenplay, and other administrative and technical tasks related to film shooting;
Film shooting – activities ensuring the direct recording of the film onto kino¬lenta or other media;
Film post-production – a process encompassing the editing of shot footage, visual, sound, and color processing of the film, effects, titles, and graphic design;
Local producer – a producer who is a citizen of the Republic of Azerbaijan or a legal entity registered in the Republic of Azerbaijan in accordance with the procedure established by law;
Foreign producer – a producer who is a foreign citizen or a stateless person, or a foreign legal entity.
