Work is underway on a number of draft laws related to steps to be taken in the legislative field. This year, 3 draft laws will be prepared within the framework of the concept. Additionally, another 3 draft laws will be completed next year.
In response to a question from Modern.az, Vice-Speaker Rafael Huseynov stated this at the media presentation of the “Azerbaijani Culture – 2040” Culture Concept.
He noted that there will certainly be clarifications, additions, and corrections in the Law on Culture.
“Alongside the main law, new sectoral laws will also be created. I have been working on a draft law for many years. It is not ready. And now, within the framework of this new concept, in the state programs to be prepared, there will be an opportunity for the advancement of that draft law in terms of increasing activity in the field of cultural heritage protection.”
The Vice-Speaker noted that this is a law on our written monuments.
“What is meant here when we say our written monuments? The protection of our manuscript heritage, written monuments in Azerbaijan and beyond Azerbaijan, is important. Because this is one of the most important directions of cultural heritage. We have stone written monuments, inscriptions, and our sound and visual monuments.”
Rafael Huseynov noted that in the Law on Culture, these issues are conceptually protected, promoted, and presented in short sentences. He noted that in some countries there are problems related to our manuscript samples not being presented as Azerbaijani heritage, and changes in legislation are needed regarding these issues. The academic said that this would help Azerbaijan in international claims.
Rafarl Huseynov noted that work is also underway on another law:
“The law on cinematography also needs to be at a level that expresses the interests of all people working in the field of cinematography. We are working on this. The purpose of the innovations is that certain state-level privileges and concessions applied to a number of other fields should also be applied to the field of cinematography. That is, we say that there should be good films, but to make those good films, we must also provide them with certain opportunities and channels,” he emphasized in conclusion.
