Each property is acquired only when a special necessity arises and there is a state need. Issues related to job creation were also raised here. It is known that the opening of an airport or a seaport leads to the creation of a sufficient number of jobs, and this is entirely possible.
Modern.az reports that Siyavuş Novruzov, Chairman of the Regional Affairs Committee, stated this at today's plenary session of the Milli Majlis.
Siyavuş Novruzov noted that the issue of privatization of illegal constructions is frequently brought to the agenda.
"Why do these problems arise? Because the lands have not been used according to their intended purpose. Residential houses have been built on agricultural lands, or someone wants to build a business object and privatize it. However, first and foremost, the land category must be changed, and only then should the issue of privatization be considered.
The draft law we presented indicates that today three airports have already been built in the liberated territories, and the construction of new air and sea ports is planned in other areas as well. A serious need for these infrastructure facilities arises, especially in connection with the opening of new transport corridors. In such cases of necessity, any property owner should be prevented from offering their property to the state at an unreasonably high price.
If this is a state necessity and is carried out for state needs, then that property can be used for state needs based on the price determined by the state. The essence of the matter is this”.
He noted that provisions related to state needs already exist in the law.
“We are simply adding two new concepts here: airports and seaports. The discussion is about their acquisition for state needs when a necessity arises and there is a state need”.
The committee chairman also commented on MP Razi Nurullayev's proposal that internally displaced persons should build their own homes.
“Today, the private sector is actively working in the liberated territories. People go there, live, and operate. The President carries out the opening of new enterprises and the creation of new jobs during each of his visits to the liberated territories. A large part of these enterprises falls to the private sector. The private sector implements these projects both through state loans and its own funds. Individual investors operate in these areas, tenders are announced, and the winners execute the works.
Today, a large process related to urban planning is already being carried out. The current year has been declared the year of urban planning. It is not possible for everyone to build houses as they see fit here. Residential houses are being built in accordance with world practice, with modern infrastructure, meeting standards, and are provided to citizens free of charge. This should be highly appreciated. No state provides its citizens at this level”.
