Artificial intelligence comes to the National Assembly - "I asked a question, it answered incorrectly"

Artificial intelligence affects each of our lives in one way or another. It is used as a component of data analysis and public communication processes. As legislative activity is directly in contact with these areas, the use of artificial intelligence by deputies is of interest. The acceleration of information flow, the increase in analytical workload, and the necessity to form an operative stance further increase deputies' need for new auxiliary mechanisms.

Modern.az conducted a survey among deputies to find out how they use artificial intelligence and whether they will replace their assistants with it in the future.

Elnara Akimova: "Certainly, for a deputy engaged in continuous political and social activity, the volume of information flow, the abundance of analytical materials, and the necessity for an operative reaction transform the use of artificial intelligence as an auxiliary tool into a practical necessity. In areas such as the initial systematization of analytical data, comparative analysis of international experience, and operative research of databases on legal and social topics, these technologies increase work efficiency. Especially during the preparation of normative-legal initiatives, artificial intelligence serves as a useful tool for summarizing and structuring the experiences of various countries in a short period.

However, in all cases, the use of this technology should be based on the principle of supporting human decision-making, not replacing it. Artificial intelligence accelerates data processing, but factors such as evaluation, political responsibility, and public sensitivity are unique to the human factor. Precisely for this reason, ethical frameworks, data security, and verification of source reliability must be accepted as essential conditions in its application. This approach aligns with the principle of responsible modernization emphasized by the President regarding the application of technology in public administration. Regarding future prospects, the use of artificial intelligence as an auxiliary tool may expand, but its transformation into a mechanism that replaces human political and social responsibility is neither realistic nor expedient. The role of technology in public administration should serve to increase efficiency, strengthen transparency, and prepare decisions on scientific and analytical grounds. From this perspective, the application of artificial intelligence, alongside technological innovation, is a stage in the development of management culture, and its proper integration is becoming an integral component of the modern state model".



Javanshir Feyziyev: "Artificial intelligence is increasingly entering our lives day by day, hour by hour. This creates significant changes in everyone's daily life. Of course, like my other colleagues, I benefit from the services of artificial intelligence. This is very useful both for saving time and for re-checking decisions made and preventing certain potential errors. Scientific fields related to artificial intelligence are developing rapidly. I believe that this will lead to the application of more interesting and useful innovations over time. At that time, the role of artificial intelligence in our lives will further increase. All this indicates that humanity is entering a new era of evolution, and the driving force of this new era will be artificial intelligence. Therefore, people must prepare themselves for a more beautiful, comfortable, and prosperous life. And that requires being more serious and responsible from today, and being ready for life's changes".

Ulviyya Hamzayeva: "Artificial intelligence has become one of the important tools in the field of management and information exchange in the modern era. I also use artificial intelligence technologies in certain cases in my activities. This is particularly useful in the process of operative data collection, statistical analyses, research of international experience, and preparation of initial projects.
The positive aspects of artificial intelligence include reducing time loss, processing large volumes of data in a short period, and providing analytical support to the decision-making process. However, there are also negative aspects. Sometimes the accuracy of the information provided requires additional verification, and it also cannot fully replace the human factor – experience, feeling, intuition, and social responsibility.
I am confident that the capabilities of artificial intelligence will expand further in the future. Nevertheless, I believe that artificial intelligence is useful as an auxiliary tool - a "tool" - and should remain so. It should not and cannot fully replace the human factor. Especially in the field of creativity, naturally “digital art”, “digital music” always existed, and now different approaches will be applied in the field of artificial intelligence - meaning this is also inevitable and development cannot be stopped. However, the "library", the "kitchen" in the mind of an artist or a poet will always be more interesting. In recent times, artificial intelligence has been able to direct music and songs that we couldn't listen to and called trivial into a more pleasant channel by rendering them in different notes. Humans have a more creative approach, and the final word and responsibility in the decision-making process must always belong to humans".

Azer Badamov: "The development of artificial intelligence is a challenge of the modern era. Any country that does not prioritize the development of artificial intelligence today will be too late tomorrow. 

Success can primarily be achieved through the application of artificial intelligence in various sectors of the economy. However, the extent of artificial intelligence's success in politics is uncertain. Moreover, no artificial intelligence can replace human knowledge and skills. Because it is humans who create artificial intelligence.

I do not believe that artificial intelligence can replace deputies' assistants. Because deputies' assistants do not operate solely within a digital network. Our assistants also engage in live communication with our constituents and are with us in organizing various events. Here, for a deputy's assistant, their knowledge and skills, as well as organizational qualities, are more important than artificial intelligence. From this perspective, I do not consider replacing my assistant with artificial intelligence".

Konul Nurullayeva: "Today, the application of artificial intelligence, the creation of data centers, and reforms related to digitalization virtually determine the future development of countries. 

I believe that the application of artificial intelligence in public administration is relevant worldwide and requires a strategic approach. I am in favor of using artificial intelligence primarily as an auxiliary tool. Thus, artificial intelligence comes to our aid in terms of technical support related to certain information, its clarification, the generalization of statistical data, and so on.

However, regarding the negative aspects, risks such as the information provided not being entirely accurate and the realities not being correctly assessed also emerge in some cases. In this sense, cooperation with artificial intelligence, definitely taking into account the human factor in public administration, is the most optimal model".

Elchin Mirzabayli: "Artificial intelligence is no longer the future; it is today. The sooner and more correctly we learn to use its capabilities, the better. But it should not be forgotten that inappropriate use of artificial intelligence can render natural intelligence obsolete. Humanity's greatest advantage is its ability to think, analyze, and make decisions. However, addiction to artificial intelligence can take this advantage away from humans and make them dependent on technical capabilities, including artificial intelligence. Ultimately, instead of a human type that controls artificial intelligence, we might face a human prototype controlled by artificial intelligence and technology. 

Since the main part of my assistant's activity involves communication with people, I do not believe that artificial intelligence can replace my assistant. In using artificial intelligence, it is important that the given tasks are precise and comprehensive, and that keywords are chosen correctly. Otherwise, you will have to do the same work twice. In my opinion, one of the biggest problems currently is related to the non-integration of Azerbaijani language dictionaries into the virtual space, including artificial intelligence platforms, and the slowness of this process. For example, it is possible to obtain more accurate data information in response to tasks given in Russian and English, rather than in Azerbaijani... This is a very dangerous tendency, and if the full integration process of Azerbaijani language dictionaries into artificial intelligence platforms does not proceed rapidly and accurately, people will naturally have to turn to foreign languages".



Vugar Iskandarov: "Recently, I occasionally use the capabilities of artificial intelligence. Primarily, I have turned to it to obtain certain information. Naturally, it has quite many positive aspects, but every advantage also has its downside. For example, when I asked artificial intelligence about a topic I know well and have deep knowledge of, I have seen that the information provided is sometimes not entirely accurate or sufficiently clear. Such cases also exist.

Undoubtedly, nothing can be superior to the human brain, natural intelligence, and human thought. The main point is that this technology has already become a requirement of the modern era and recent years. Artificial intelligence must be applied. It should both facilitate work and play an auxiliary role in various matters. But the main issue here is the human factor. Because it is humans who create artificial intelligence. Its database and data resources are also formed by humans, and it operates precisely on these sources".

Azer Allahveranov: "The potential of artificial intelligence is extremely vast, and we are still using only a very small part of it. Even limited utilization of these capabilities by professional organizations can lead to an increase in the quality of work and the level of services provided. 

At the same time, international reports also note that the rapid application of artificial intelligence within the next ten to fifteen years could lead to the obsolescence of several professions and significant changes in the labor market. We are already witnessing the creation of music, poetry, articles, videos, and other products through artificial intelligence. Sometimes these products appear so professional that it becomes difficult to distinguish them from human work.

Despite all this, I do not see artificial intelligence as a tool that will replace an assistant. Artificial intelligence is a tool, but it cannot replace the human factor, human dedication, and live communication. An assistant's activity is not limited to technical functions alone. The human factor is always paramount, and no matter how much artificial intelligence develops, it will not be able to fully replace it".
