The procedure for holding competitions for grant financing of projects in the field of culture is being determined.
Modern.az reports that the issue of amending the Law "On Culture", which was discussed at today's plenary session of the Milli Majlis, has been proposed.
It was stated that although no restrictions are imposed on the provision of grants to legal and natural persons under the Law "On Grants", the "Rules for State Financing of Events Held by Non-Governmental Organizations in the Field of Culture", approved by the relevant decision of the Cabinet of Ministers, define the procedure for financing events in the field of culture only for NGOs.
It is necessary to approve a special procedure for regulating grant financing of events in the field of culture, not only for NGOs but also for other types of legal entities, as well as natural persons. Taking these into account, an amendment to the Law "On Culture" has been proposed with the aim of determining the procedure for holding competitions for grant financing of projects in the field of culture.
At the same time, although there is a regulation related to creative industry in the aforementioned law, this term has not been defined. The phrase "cultural and creative industry" has been used in the Action Plan of the "Socio-Economic Development Strategy for 2022-2026", the "Azerbaijani Culture – 2040" Cultural Concept, and other documents. In this regard, the project also envisages the establishment of the concept of "cultural and creative industry".
The procedure for holding competitions will be determined by the p (institution) designated by the relevant executive authority.
The draft law was put to a vote and adopted in the first reading.
