"In our country, the field of culture is not regulated by a single law. Among these, one can mention the laws "On Culture", "On Cinematography", "On Museums", "On Library Affairs", "On Theatre and Theatre Activities", "On the Protection and Development of Azerbaijani Carpet Art", and others. As can be seen, the legislative acts I have listed do not cover all areas of culture".
Modern.az reports that these statements were made by MP Elchin Mirzabayli at a session of the Milli Majlis.
He noted that there are no separate legislative acts concerning painting, sculpture, composition, literary activity, and other areas of culture and art.
“However, the areas I mentioned are more in line with the concept of cultural and creative industries in the modern era and are considered value-creating areas in the cultural sector”.
The MP noted that it would be appropriate to systematize the regulatory legal framework covering the cultural and creative industries, and to prepare and adopt a unified code:
“Such an approach could eliminate legal fragmentation, create a clear environment for investors, and pave the way for the formation of the legal basis for a unified conceptual framework of state policy - the concept”.
