Educational opportunities may be provided to juvenile convicts

It is recommended that juvenile convicts be given the opportunity to participate in higher education institution admission exams.

Modern.az reports that this is reflected in the “Report of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan for 2025”, which was discussed at today's meeting of the Milli Majlis.

It is stated that the development of a mechanism is recommended to enable juvenile convicts, as well as convicts who have not posed a special public danger and have committed less serious crimes, to participate in admission exams to higher education institutions.

At the same time, taking into account the degree and nature of the public danger of the committed act, it is considered important to involve convicted persons in relevant fields in accordance with their qualifications and professional skills during their sentence (if they have not been convicted for a criminal act related to their profession), to efficiently use their knowledge and skills, and thereby to take measures to increase the effectiveness of the rehabilitation process for these convicts.
