According to Modern.az, this was stated by Adil Valiyev, head of the Social Legislation Department, at today's meeting of the Science and Education Committee of the Milli Majlis.
Adil Valiyev stated that the Ministry of Culture, with the support of the Ministry of Science and Education, intends to conduct a two-stage certification exam within the framework of direct cooperation. The first stage will determine the level of theoretical and fundamental knowledge of educators. Certain difficulties may arise in this stage.
“Because not all teachers working in specialized schools under the Ministry of Culture have higher education. Among them are graduates of secondary specialized music schools, as well as individuals who have completed qualification courses and are involved in pedagogical activities in the regions. From this perspective, it is important for teachers to prepare diligently to ensure a satisfactory level of theoretical knowledge in the first stage. Any teacher working in a music school should know Beethoven, Bach, Glinka, Rimsky-Korsakov, Tchaikovsky, their works, and at least music literature. This stage will be conducted remotely, through online tests. This meets the requirements of the modern era, where digital technologies are developing. During attestation, as I mentioned, some subjective factors manifested themselves. The oral exam format and the lack of precise, measurable evaluation criteria strengthened the subjective approach,” he noted at the end.
