He proposed the return of lands in Astara district, which have been unused for 30 years, to the state.

Modern.az reports that MP Vasif Gafarov stated this during the discussion of the Cabinet of Ministers' report.

The MP noted that during the agrarian reform carried out in 1996, 412 hectares of land across the Pensar, Siyaku, Kakalos, and Suparibagh territorial administrative districts of Astara region were distributed among 4954 families.

"Each family received 1-5 sot, and in some cases up to 10 sot of land. One of the most problematic issues is that the land allocated to families receiving 1-5 sot was demarcated and given in such a way that it is practically impossible to use this land".

He noted that Lerik and Astara districts have significant tourism potential, and this potential is primarily located in the forest fund areas of these districts. Currently, the issuance of licenses for the activities of new entrepreneurial entities in forest fund areas has been suspended.

“This prevents the opening of new tourism facilities in the region and hinders the realization of the region's significant tourism potential. To date, tourism facilities operating in this region have made important contributions to ensuring employment for the population and to the country's economy. I request that you take this into consideration and ensure the issuance of licenses for the activities of new entrepreneurial entities in forest fund areas to attract new investments to the tourism sector in the region”.

“Farmers are practically unable to use these land plots, which are given in the form of bicycle lanes 30-50 cm or 1 meter wide and 100-150-200 meters long. This is not even possible. It has also not been possible for these lands to be purchased by any entrepreneur. As a result, these lands have remained unused for 30 years”.

V. Gafarov noted that for the effective use and return of these lands to agricultural circulation, they should be acquired from landowners by the state with compensation, returned to state ownership, and then leased to entrepreneurs. With this step, these lands, which have been unused for 30 years, can be returned to agricultural circulation, and benefits can be provided to the country.

“Of the 3 Family Health Centers, 39 medical points, and 22 doctor's points existing in Lerik district, which I represent, only 2 are newly constructed buildings. The others are almost all buildings whose operational lives have expired and are in a dilapidated condition. The Kakalos village medical point in Astara district is in the same situation. Furthermore, the absence of not only a sports complex but any sports center at all in Lerik district, and the unsuitability of the Lerik city stadium for use, are among the issues regularly raised by citizens during receptions” – he stated.
