There is no progress regarding the buildings with water-filled basements in Bakikhanov settlement of Sabunchu district. The issue of dilapidated buildings in the country can be resolved within the next five years, provided that the private sector is protected from bureaucratic pressure without spending a single manat from the state budget.
Modern.az reports that MP Fazil Mustafa stated this during the discussion of the Cabinet of Ministers' report.
The MP noted that since the sewage system of Sabunchu settlement is not at an adequate level, as soon as heavy rain falls, television channels send their cameras to Sabunchu district without hesitation.
“A veritable joint Balakhani-Zabrat lake forms on the highway. There is no drainage; whatever rains collects on the road, and people walk on muddy sidewalks for days until the sun comes and dries it.”
According to him, the vast majority of territories belonging to the Oil Company are located in Sabunchu district. Since the day we gained our independence, many illegal houses and facilities have been built in these areas, and oil is no longer extracted from a significant portion of their vacant territories. Usually, we resort to expanding the types of fines and increasing their amounts at the expense of citizens and entrepreneurs, which is the simplest way to generate funds for the budget. However, we could attract more significant funds to the budget from the privatization of illegally built houses and facilities in areas where oil is no longer extracted.
“However, for a long time, neither land reclamation has been carried out here, nor has the privatization of homes for people who have settled for more than 20-30 years been implemented, nor has any initiative been shown to establish a large park area on those lands. According to the information I received, a large park complex is planned to be built in the part of the newly constructed Darnagul-Sea-Breeze road near Balakhani, and of course, I welcome this idea. I also ask the government to consider the possibility of establishing the same park on a large area to the left side of the road between Balakhani and Zabrat. Realistically, you cannot find a single park to showcase in Zabrat settlement, where 150,000 people live. Moreover, this can be done not with state financial resources, but by stimulating entrepreneurs,” he concluded.
