On March 13, the next plenary session was held during the spring session of the Milli Majlis, chaired by Sahiba Gafarova.

Speaking at the event, the Speaker of the Milli Majlis stated that in recent years, Azerbaijan has achieved significant success in regional development. The restoration and development of the liberated territories have become one of the main directions of state policy.
Then Prime Minister Ali Asadov presented the report on the activities of the Cabinet of Ministers in 2025.
The Prime Minister characterized 2025 as a stage where political stability was further strengthened and economic development was consistently implemented for Azerbaijan. It was noted that Azerbaijan continued its active participation in international and regional platforms during the reporting year. It was stated that the Summit held in Washington on August 8, 2025, created new opportunities for peace and cooperation in the region.
Ali Asadov stated that 2025 was successful in terms of the country's economic development. In the reporting year, the real volume of the gross domestic product increased by 1.4 percent compared to the previous year, reaching 129.1 billion manats.
It was noted that the non-oil sector increased by 2.7 percent in real terms, reaching 92.3 billion manats, and 72 percent of the total added value created in the economy was accounted for by this sector. While a 5.5 percent increase was recorded in the non-oil and gas industry, a 1.6 percent decrease was observed in the oil and gas sector. It was stated that maintaining overall economic growth amidst declining oil production was possible precisely due to the expansion of the non-oil sector.
The Prime Minister emphasized that a positive balance of 6.4 billion dollars was recorded in foreign trade, while non-oil exports increased by more than 8 percent, exceeding 3.6 billion dollars. These indicators demonstrate the expansion of the country's export potential and the enhancement of its international competitiveness.
It was brought to attention that during the reporting period, strategic foreign exchange reserves increased by approximately 14.1 billion dollars, or 20 percent, exceeding 85 billion dollars. In 2025, inflation was within the target range.
The Prime Minister noted that in 2025, social policy measures continued towards strengthening social protection for the population and improving social welfare. In 2025, the growth rate of nominal incomes and average monthly wages for the population exceeded the annual inflation rate.
He stated that last year, 39.5 percent, or 15.3 billion manats, of state budget expenditures were directed towards financing socially oriented expenses to strengthen social protection for the population. This is 601.5 million manats more than in 2024. It was emphasized that over the past seven years, 5 social packages covering 4 million citizens have been implemented, and 8 billion manats have been spent for these purposes. Last year alone, 1.4 billion manats of budget funds were allocated for these purposes. Salaries, pensions, and benefits are regularly increased, and pensions are indexed.
Regarding funds allocated to education, healthcare, and social protection, it was noted that 8.1 billion manats were allocated from the 2025 state budget for defense and national security expenditures. This is 23 percent more than the previous year's amount. It was noted that last year, military products worth 1.4 billion manats were produced. Today, Azerbaijan exports military products to nearly 20 countries.
The Prime Minister brought to attention that restoration and reconstruction work is successfully continuing in the liberated territories. By the end of the reporting year, the number of residents (settled, working, and studying) in these territories reached approximately 75,000 people. From the state budget, a total of nearly 22 billion manats has been allocated to the restoration and reconstruction of the liberated territories to date, including 2025, with 4.4 billion manats allocated in 2025.
It was emphasized that last year, 504 million manats were allocated as financial support from the state to agricultural producers to ensure food security.
It was also noted that a total of 25.2 billion cubic meters of gas was exported via export pipelines during 2025. In addition to the European market, cooperation was developed in new directions, and the number of countries receiving Azerbaijani gas increased to 14 last year. Currently, the number of these countries has reached 16.
Then, discussions were held during the plenary session regarding the report on the activities of the Cabinet of Ministers in 2025.
Speaking deputies stated that the report of the Cabinet of Ministers for 2025, encompassing the strategy defined by the head of state, demonstrates the successful fulfillment of the tasks and assignments set before the government.
Deputies stated that the report on the government's work in 2025 was comprehensively prepared, and that the past year was marked by significant progress in the country's political, economic, and social spheres. It was noted that thanks to the policy implemented by the President for the protection of national interests and the effective activities of the government, public-political stability, prosperity, and development have been achieved in our country.
Then, the Speaker of the Milli Majlis, Sahiba Gafarova, gave the floor to Prime Minister Ali Asadov to comment on some of the issues raised.
Ali Asadov spoke about the work done last year regarding the issues raised in appeals submitted to the government by deputies. It was stated that most of the issues raised have been resolved, and work is continuing towards the implementation of other issues.
At the meeting, the report on the activities of the Cabinet of Ministers in 2025 was put to a vote and taken into consideration.
