Tens of thousands of internally displaced persons, displaced from their native lands as a result of Armenia's military aggression, have been settled for many years in settlements and towns established in various regions of the country. Following the Patriotic War, with the restoration of Azerbaijan's territorial integrity, the return of displaced persons to their native lands is now being carried out in stages.
As the houses in the IDP settlements and apartments in the towns of people returning to their native lands become vacant, the future fate of these residential properties becomes relevant.
In response to an inquiry from Modern.az regarding the topic, the State Committee for Affairs of Refugees and Internally Displaced Persons stated that former internally displaced persons who were temporarily settled in various temporary accommodation facilities such as dormitories, sanatoriums, unfinished buildings, as well as in apartments belonging to others, under dilapidated and difficult conditions, are primarily relocated to the liberated territories.
The homes of former internally displaced persons relocating to Karabakh, located in Baku, Sumgayit, and other cities and regions, are temporarily provided to other internally displaced persons
“Relocation from residential complexes built for the purpose of improving the housing and living conditions of internally displaced persons, where they were temporarily settled, occurs very rarely. In such cases, when a vacant apartment is given to another internally displaced family, their social status is given greater consideration”.
It should be noted that, according to Decision No. 65 of the Cabinet of Ministers on the approval of the “Rules for the Provision of Residential Areas from the Temporary Accommodation Fund for Internally Displaced Persons”, residential areas provided to internally displaced persons for temporary use cannot be sold, donated, transferred to another's use, rented out, arbitrarily altered, used as collateral for a mortgage, or alienated by other means; they also do not have the right to move another person into that house.
