The administrative building of Kalbajar city, the foundation of which was laid by the head of state, and the city park with an area of about 11 hectares, as well as the relevant villages, are also in the design phase.
Information on this matter was provided by the Kalbajar Special Representation in response to an inquiry from Modern.az.
It was stated that the construction of Zar village in Kalbajar district has already commenced, and work is progressing rapidly.
According to information provided by the Special Representation, large-scale restoration, construction, and reconstruction works are continuing in Kalbajar district over the past year, in accordance with the instructions of Mr. Ilham Aliyev, President of the Republic of Azerbaijan.
It was noted that the “DOST” center for social services, the “Azerpost” branch, KOBIA, DMA, and other state institutions have been put into service for the population. At the same time, the “Istisu” Treatment and Recreation Complex, built on an area of 34 hectares, is planned to be commissioned in 2026. To meet the initial consumption needs of the population, multi-purpose entrepreneurial facilities have been established in the city center and are currently operating. In short, all these measures are aimed at realizing the first resettlement in Kalbajar, the return of the population to their native lands, increasing economic activity, and ensuring the long-term, sustainable development of the district.
Furthermore, in the field of education, the construction of an educational complex consisting of a school for 528 students and a kindergarten for 80 children continues, while a modular school is already operational. The educational complex is also planned to be commissioned next year.
Within the framework of the “First State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan”, the district's road, energy, water, gas, communication, and social infrastructure have been gradually reconstructed, and necessary conditions for the sustainable settlement of the population have been created.
It should be noted that, according to Decision No. 235 of the Cabinet of Ministers dated 01.05.2024, the Master Plan for the development of Kalbajar city until 2040 has been approved. The establishment of four residential neighborhoods is planned in Kalbajar city; specifically, the construction of the first residential neighborhood is currently underway, and the design work for the second neighborhood is nearing completion. Design work for the third and fourth residential neighborhoods is ongoing.
It should be recalled that during the head of state's visit on August 21, 2025, the first resettlement to Kalbajar was carried out within the framework of the “Great Return” program, and apartments were commissioned. In the coming year, the process of Kalbajar residents returning to their ancestral lands will continue in stages.
